We are looking for a Vietnamese national for:
- Position: Health and Nutrition Project Officer
- Location: Ho Chi Minh City
Main Responsibilities:
1. Project Management (planning, implementation and monitoring)
- Support project’s Budget Holder(s) in drafting the monthly, quarterly and annual implementation plan, in coordination with Tien Giang local partners
- Act as a focal point to manage daily contact, provide technical inputs and upport to partners (province, districts, communes/ wards, and schools) in implementation of activities to ensure activities are implemented in a high quality, effective, and timely manner.
- Conduct regular monitoring trips to supervise and coach partners to implement project activities
- Collect data from schools, districts to develop monitoring data of the project
- Provide inputs and assist Project’s Budget Holder(s) in the compilation of data and information for monthly, quarterly, six-month, and annual reports for the assigned project sites.
- Report to Southern Area Manager, Project’s Budget Holder(s), and work with relevant teams to address arising issues at the field
- Maintain database, records for case studies, photos, and other data for project planning and documentation;
- Monitor and support project partners to comply with key SCI/ project policies including Child Safeguarding, Fraud, Code of Conducts, Anti-Harassment and Financial regulations
- Coordinate all logistical issues for visits, project activities and other related tasks.
- Assist and provide information within his/ her responsibility to Project’s Budget Holder(s) in the development of Country Annual Plan and Country Annual
- Report, if required
2. Finance Management and Budget Control
- Support local partners to develop activity and financial reports and cash advance in quarterly basis
- Collaborate with finance team to provide financial orientation for those partners, provide support to local partners and ensure partners’ compliance with SCI and donor requirements on expenditures
- Monitor partners’ budget, expenditures, burn rate, and advise Project’s Budget Holder(s) of any potential risks or identified issues
- Prepare monthly cash projection, advance requests and expense claims for the implementation of the project activities within the assigned locations
- Collaborate with finance team to conduct financial visits, financial trainings, review partners’ activity and process financial reports and fund transfer to
- local partners
- Comply with SCI and donor requirements on expenditures
3. Monitoring, Evaluation, Reporting and Capacity Building
- Work with Project’s Budget Holder(s) to follow up monitoring MEAL data of the project
- Participate in, support and prepare logistics for researches, surveys and other monitoring and/or evaluation activities in project areas such as endline survey
- Conduct regular monitoring trips to partners and collect data for the project
- Support Project’s Budget Holder(s) with reporting task, such as providing inputs to projects reports including weekly, monthly, quarterly, annual reports, donor reports
- Monitor project activities conducted by partners to ensure project activities implemented as per work-plan
- Collect case stories and write up case studies for the project;
- Provide training for local partners as required.
4. Advocacy and Networking
- Actively build partnership with Tien Giang local partners and other relevant stakeholders in school health areas
- Participate in national and international forums on School Health and Nutrition when required
- Participate in project meetings regularly with partners
5. Other tasks as assigned
- Additional tasks will be identified and assigned as needed.
Qualifications & Experiences
- University degree in public health or social science
- 3 - 5 years of experience working in development projects, preferably in health and nutrition
Essential
- Practical experience of conducting and/or commissioning evaluation and its methodologies
- Ability to learn quickly and respond to multiple demands;
- Good analytical and organizational skills
- Strong technical knowledge and skills on monitoring and evaluation
- Strong knowledge and experience in project monitoring and implementation, including construction – related activities
- Experience in working with government partners to deliver project activities
- Experience in managing budget spending of partners and compliance
- Ability to conduct regular travelling to project sites
- Good communication skills
- Knowledge of child participation, child right governance is a plus;
- Good at English speaking and writing;
- Good computer skills; MS office;
Desirable
- Experience in working in school health project is an asset
- Flexibility and positive and constructive working spirits – ability to work, live and thrive in challenging circumstances.
