We are looking for a Vietnamese national for:
- Position: Health & Nutrition Project Manager
- Location: Ho Chi Minh City
Main Responsibilities:
This position is to work with Tien Giang Traffic Safety Committee to implement Botnar/GRSP funded project on road safety for children and accountable for the achievement of the project results. S/he should hold self-accountable for making decisions, managing resources efficiently and effectively, achieving and role modelling Save the Children values; holds the team and partners accountable to deliver their responsibilities - giving them the freedom to deliver in the best way they see fit, providing the necessary development to improve performance and applying appropriate measures when results are not achieved.
1. Project technical assistance and oversight
- Ensure project implementation quality and further develop the projects in line with the country/ Health and Nutrition program strategy and long term planning;
- Be updated on and follow the development trend in the international and national community in regards to road safety;
- Provide technical assistance in terms of child road safety to staff members and partners on approaches and implementation methods consistent with acknowledged good practice to achieve sustainable results;
- Provide inputs to the development of Country Annual Plan and Country Annual Report;
- Actively participate in, and provide inputs to, developing new concept notes/proposals and program strategies;
- Coordinate closely with other sectors especially the advocacy and MEAL team, to provide technical management support and contribute to the advocacy efforts in road safety and other sectors as appropriate;
- Monitor and provide support to staff and project partners to comply with key SCI/ project policies including Child Safeguarding, Fraud, Code of Conducts, Anti-Harassment and Financial regulations;
2. Project planning and implementation
- Directly manage the sub-grant agreements with partners to ensure effective project implementation;
- Be accountable for leading and delivery of accurate and timely detailed implementation plan, procurement plan, budget phasing and ensure they match with each other. Regularly review these plans and make necessary adjustments if needed;
- Provide support and supervision to project staff and relevant partners to ensure quality, participatory, effective, efficient and cost-sensitive planning, implementation, monitoring/reviewing, reporting and evaluation processes of the project activities in the project areas, with and by partners;
- Oversee field implementation to ensure quality and timely delivery of project activities;
- Conduct regular monitoring and supervision visits to project sites to provide technical support for project activities;
3. Finance management and Budget control
- Ensure the effective and efficient use of all Save the Children and projects resources in order to keep cost-efficiency of the actions;
- Manage project budgets including SC’s and partners’ budget, burn rate, cash forcast, and phasing budgets;
- Review SC’s and partners’ financial reports and expenditures on the quarterly, bi-annual, annual basis;
- Ensure that SCI and donor’s finance and procurement policies and procedures are strictly followed by project staff and implementing partners.
- Report to relevant focal points on any suspected violation of SCI/ donor’s finance and procurement policies and procedures immediately for timely advice and relevant actions;
4. Staff management
- Provide direct supervision to Project Officer(s) and Project Assistant(s) to ensure the project team works productively for the successful achievement of the project results;
- Work together with project team’s members to identify clear performance and compentencies objectives for each member including capacity building, and support and motivate them to develop and implement their plans to achieve their objectives.
- Provide direct coaching and mentoring to project staff in the implementation of project activities and facilitate their technical capacity building, when necessary.
5. Monitoring, evaluation, reporting, and capacity building
- Lead the development and implementation of project monitoring and evaluation systems, project documentation, including baseline/ endline tools, training modules, quality benchmarks, accountability mechanisms;
- Ensure the achievement of operational and program quality standards, KPIs;
- Regularly monitor the implementation of the project by SC staff and partners to provide timely support and solution to emerging issues, and seek further guidance from relevant management members when necessary;
- Lead the development, compilation and delivery of timely and quality project reports to SC Members and donors on a regular basis;
- Build local partner capacity by planning and coordinating the implementation of project activities, identifying training needs, developing training plans and providing training to develop needed capacity;
6. Representational/ Coordination/ Networking
- Serve as the main contact to represent the project in the project sites and maintain effective links with local partners at all levels to facilitate implementation, sustainability and scalability of the project;
- Support engagement and communication with Save the Children Member and donor on project progress;
- Maintain effective collaboration with other partners and organizations and related projects for better integration and coordination and networking;
7. Other tasks as assigned
- Additional tasks will be identified and assigned as needed.
Qualifications & Skills:
Qualifications
- University degree in public health, social science, international relations;
- 8 - 10 year experience in managing community development projects, preferably in child road safety;
- At least 5 year experience in management in an NGO environment, including experience in directing and implementing programs/ projects for children in both emergency and development contexts;
Essential
- Excellent analytical and organisational skills, including time management, problem solving, ability to meet deadlines and work under pressure;
- Ability to learn quickly and respond to multiple demands;
- Excellent technical knowledge, skills, and experience in project management, communication, and capacity building;
- Solid understanding of the Vietnamese government system;
- Experience in working with government partners to deliver project activities;
- Solid experience in knowledge, skills, and experience in managing project budget effectively;
- Knowledge of child participation, child right governance is a plus;
- Knowledge of construction work is an asset;
- Ability to work effectively with people of diverse backgrounds, to motivate and inspire team work;
- Knowledge of child participation, child right governance is a plus;
- Excellent in English speaking and writing;
- Good computer skills, MS office;
- Commitment to and understanding of Save the Children’s aims, values and principles;
