JOB TITLE : HIV Program Officer
POSITION SUMMARY :
Location : Hai Phong City
Employment Type : Local, Full Time (100% FTE)
Travel requirements : Frequent travel to the northern provinces (Hanoi, Hai Phong, Thai Nguyen). Candidates need to own a motorbike and be willing to drive to visit participating healthcare providers.
BACKGROUND :
IRD VN is a locally registered social enterprise in Viet Nam. IRD VN is a young, dynamic and growing organization. Though we started in 2016, we now have over 30 office-based staff working across five cities in Viet Nam. IRD VN works in close collaboration with the Vietnam Administration for HIV/AIDS Control, the National TB Control Program, Provincial CDCs and TB Programs, and other in-country partners to implement projects funded by USAID, the Stop TB Partnership’s TB REACH initiative, the Centers for Disease Control and Prevention (US CDC), UNITAID and Otsuka.
In collaboration with US CDC, IRD VN is helping promote progress towards sustained HIV epidemic control by bridging current gaps in private sector engagement, linking Viet Nam’s HIV and public health system, and infusing a Clinical Business Intelligence (CBI) approach with HIV program stakeholders. The project objectives have been designed in alignment with key requirements for HIV program services as well as cross-program areas (CPA) including Strategic Information (SI) and TB/HIV in seven focus provinces (Ha Noi, Hai Phong, Thai Nguyen, Ho Chi Minh, Binh Duong, Long An) of Viet Nam. We will catalyze the expansion of client access and uptake to high-quality HIV services in private and community care settings through a Private Provider & Community Support Agency model.

MAIN DUTIES AND RESPONSIBILITIES :
Build and manage the network of private health providers offering ART treatment service
- Regularly do fieldwork trips to map the current landscape of private health providers who offer ART treatment service in Hanoi
- Build and maintain relationships with identified private HIV treatment providers to strengthen the network of private health facilities and increase access to high-quality ART treatment service
- Update the SPECTRUM software with information about working activities completed
- Trouble-shoot and discuss any problems with private health providers, while reporting the issues to the employee’s line manager and documenting the problem in the SPECTRUM
- Collaborate with the provincial CDC and DOH in doing relevant activities
- Disseminate project materials related to advocacy, communication, and social mobilization materials as well as referral vouchers for private and public health providers as part of a public health campaign to improve private health provider engagement in HIV/AIDS control
- Develop and implement TA plans for private health providers to enhance the quality of their ART treatment service
Build and manage a network of private provider offering HIV Self-Test (HIVST)
- Build a diverse portfolio of private providers who will offer HIV self-tests (HIVST) to at-risk clients
- Establish and maitain relationships with identified private providers to persuade them to cooperate with the project
- Conduct training for private providers’ staff on both electronic and paper data collection tools regarding HIVST distribution
- Trouble-shoot and discuss any problems with private providers, while reporting the issues to the employee’s line manager and documenting the problem in the SPECTRUM software
- Disseminate project materials for public and private providers to promotion the project
- Liaise with local CBOs/CSOs to remain up-to-date on HIV hot-spots for potential pharmacy distribution
- Manage HIVST inventory and delivery to pharmacies ; update the logistics management into ONA
Data management
- Collect and update data from private health providers into the ONA software
- Support the verification of project data from sites and relay to the Monitoring and Evaluation (M&E) team
Other tasks
- Support other aspects of project implementation as requested
REQUIRED EXPERIENCE/SKILLS :
- Bachelor’s degree in public health, medicine, pharmacy, and related fields
- At least three years of experience working in HIV-related areas
- Experience in private health sector is an asset
- Marketing and sales experience is strongly preferred
- The candidate must possess excellent communication skills
- Flexibility and willingness to work with private providers at a time convenient to them, includingout of working hours
- Able to work under high pressure
