Background

IRD VN is a locally registered social enterprise in Viet Nam.  IRD VN is a young, dynamic and growing organization.  Though we started in 2016, we now have over 30 office-based staff working across five cities in Viet Nam. IRD VN works in close collaboration with the Vietnam Administration for HIV/AIDS Control, the National TB Control Program, Provincial CDCs and TB Programs, and other in-country partners to implement projects funded by USAID, the Stop TB Partnership’s TB REACH initiative, the Centers for Disease Control and Prevention (US CDC), UNITAID and Otsuka.
In collaboration with US CDC, IRD VN is helping promote progress towards sustained HIV epidemic control by bridging current gaps in private sector engagement, linking Viet Nam’s HIV and public health system, and infusing a Clinical Business Intelligence (CBI) approach with HIV program stakeholders. The project objectives have been designed in alignment with key requirements for HIV program services as well as cross-program areas (CPA) including Strategic Information (SI) and TB/HIV in seven focus provinces (Ha Noi, Hai Phong, Thai Nguyen, Ho Chi Minh, Binh Duong, Long An) of Viet Nam. We will catalyze the expansion of client access and uptake to high-quality HIV services in private and community care settings through a Private Provider & Community Support Agency model.
We are looking for a qualified, independent, experienced and functional HIV Program Officer to assist with the execution of duties.

MAIN DUTIES AND RESPONSIBILITIES :

HIV Program Officer will collect, validate, analyze, and report HIV program data to facilitate service delivery, research, and donor relations. They will work alongside a cross-cutting M&E team and report to the Senior Programs Manager based in Ho Chi Minh City.
This position will be responsible for the following activities:
TB screening and diagnostics on people living with HIV/AIDS
  • Work with program/study managers to develop study SOPs and institutional review board (IRB) applications for TB diagnostic tools (CRP and LF-LAM) and TB preventive treatment
  • Work with provincial CDC and provincial lung hospitals to develop detailed plans and budgets for research activities
  • Coordinate training on research SOPs with staff from HIV outpatient clinics (OPCs)
  • Supervise research project implementation
  • Review data reports produced by the M&E team and make data-driven decisions to improve implementation
  • Support HIV OPC staff to collect and compile research study data
  • Manage the supply of diagnostic commodities being sent to HIV OPCs
  • Support dissemination of research findings with local and international stakeholders
  • Support the development of donor reports
  • Other activities requested by IRD VN management

REQUIRED EXPERIENCE/SKILLS :

  • At least 1 years experience working in data on health programs or health research, particularly for TB/HIV
  • Familiarity with Excel and Google Sheets
  • Detail oriented and is able to maintain accuracy and impartiality in all work products
  • Strong verbal and written communications skills in Vietnamese
  • Verbal and/or written communication skills in English is advantageous
  • Ability to work well in a team setting and with external partners  
  • Ability to balance numerous tasks simultaneously and meet tight deadlines
  • Willing to travel
