Chemonics seeks experts for the following roles, with minimum qualifications listed below:
Chief of party:
•Advanced degree MD, MPH, PhD, or other advanced degree including Public Administration, Business, Law, International Relations, Human Resources, Social Sciences, Non-Profit Management
•Minimum of 10 years of demonstrated experience working in HIV/AIDS and Tuberculosis prevention, care or treatment programs - 5 of those years shall be experience working directly on a PEPFAR funded program
•Successful experience as a senior manager of complex program(s) that provided technical assistance to a developing country
•Strong leadership skills and ability to build collaboration among program staff, partners, other cooperating agencies, key stakeholders, and donors
•Proven ability to supervise and support staff and experience managing locally hired personnel
•Detailed knowledge of USAID rules and regulations, particularly related to finance and accounting, grants, and contractual compliance and oversight
•Excellent written and communications skills
•Experience in Vietnam strongly preferred
•Demonstrated leadership, versatility, and integrity
•English fluency required; Vietnamese proficiency preferred
HIV Technical Director:
•Advanced degree in a health-related discipline such as public health
•Minimum of 5 years of demonstrated experience working in HIV/AIDS prevention, care or treatment programs - 3 of those years shall be experience working in country on a PEPFAR funded program - 3 of those years shall be experience in the provision of TA, training management or a closely associated position
•Thorough understanding of relevant Vietnamese government policies and regulations concerning HIV, and of how the Vietnamese government operates
•Strong interpersonal skills dealing with expatriate and local staff, as well as project stakeholders, USAID, and other donors
•Experience in Vietnam required
•Excellent communication skills
•Demonstrated leadership, versatility, and integrity
•English proficiency preferred; Vietnamese fluency preferred
TB Technical Director:
•Advanced degree in a health-related discipline such as public health
•Minimum of five years of demonstrated experience working in TB programs - three of those years should entail experience in the provision of TA, training management, information systems/data management for TB, or other closely associated tasks
•Proven ability to supervise and support staff and experience managing locally hired personnel
•Thorough understanding of relevant Vietnamese government policies and regulations concerning TB, and of how the Vietnamese government operates
•Experience in Vietnam required
•Excellent communication skills
•Demonstrated leadership, versatility, and integrity
•English fluency required; Vietnamese fluency preferred
Director of Monitoring, Evaluation, and Learning:
•Advanced degree in a health-related discipline such as public health or medicine
•Minimum 5 years of experience providing monitoring and evaluation/strategic information technical assistance or senior program-level M&E leadership
•Experience with health program datasets, databases or electronic medical records platforms like DHIS 2, Open MRS, etc
•Experience with technical assistance in HIV and/or health programs, including PEPFAR, in Vietnam
•Experience working for NGOs or donor-funded projects required
•Demonstrated leadership, versatility, and integrity
•English fluency required; Vietnamese fluency preferred
