Introduction

The Human Resources Manager will serve as Winrock’s lead Human Resources Manager on all United States Agency for International Development (USAID) funded projects in Vietnam. The HR Manager will serve as the main point of contact, for all HR maters, to ensure consistency, compliance across all projects.
The HR Manager will serve the majority of his/her time on the USAID Climate Resilient Agriculture in the Mekong Delta (CRM) project. CRM is a five-year project working to enhance the resilience of the Mekong Delta’s communities, ecosystems, and livelihoods. Working across five provinces of Dong Thap, Kien Giang, Ca Mau, Soc Trang, and Tra Vinh, CRM will further strengthen the effective partnership between USAID and the Government of Vietnam (GVN) to support Vietnam’s development goals and contribute to U.S. government strategies and targets.
CRM activities are organized within three interconnected objectives and one cross-cutting theme:
  • Objective 1: Strengthen climate change resilience of the most vulnerable populations. CRM will engage stakeholders to assess and address vulnerability through enhanced climate information services, resilient livelihood and safety net models, improved provincial plans, and increased access to finance.
  • Objective 2: Strengthen management and restoration of natural ecosystems to provide ecosystem goods and services. CRM will take an inclusive participatory approach to identify entry points to support evidence-based transformation of legal and governance frameworks, improve management capacity, and incentivize natural resource conservation.
  • Objective 3: Reduce methane emissions through low-emission and sustainable agriculture practices. CRM will work with GVN and stakeholders across value chains to assess gaps and opportunities and harness payment for environmental services schemes and other results-based finance mechanisms to reduce intensive rice farming and GHG emissions and drive transformation through a market systems approach.
  • Cross-cutting focus: Develop and implement policies to advance climate actions and biodiversity conservation. CRM will also work with GVN and stakeholders to enhance development, harmonization, and implementation of policies, as well as to strengthen national and sub-national coordination. CRM will engage key stakeholders to influence and incentivize policy, practice, and behavior in favor of transformation.
CRM will be implemented during the period of 2023-2028 by Winrock International with a consortium of Vietnamese and international partners. GVN counterparts are the Ministry of Agriculture and Rural Development and the Management Board of Forest Projects.

Position Description

The Human Resources Manager will be responsible for managing recruitment and hiring of local staff and oversight of benefits, allowances, and salary structures. S/he will also support the day-to-day support needs of all project staff. Human Resources Manager will also maintain and update the Internal Labor Regulation as needed to maintain compliance with USAID and Winrock policies and procedures as well as the Government of Vietnam’s (GVN) local labor laws.
The HR Manager will be based in Hanoi, with occasional travel to the project’s target provinces as required for project activities.

Responsibilities

  • Implement and maintain efficient and effective workflow processes for HR services including recruitment, on-boarding, career development, promotion, training and terminations.
  • Establish and foster positive relationships with employees, managers at all levels of the project while maintaining extreme confidentiality.
  • Provide management coaching and support line managers on employee related issues such as performance management, employment law, employee relations (grievance and discipline) and terminations.
  • Support Diversity and Inclusion (D&I) including working closely to ensure that D&I is embedded in HR processes.
  • Oversee personnel records management and liaise with finance staff on payroll changes and ensures that HR records are appropriately retained. Coordinate with Finance staff to complete required Government of Vietnam reporting (such as tax and other labor issues0 and comply with local labor laws as well as USAID and Winrock policies and procedures.
  • Periodically review and update HR policies, procedures and manual. Communicate changes and interpret new policies to employees and managers.
  • Oversee office salary structures and scales within Winrock staff to ensure consistency with Winrock global salary scales and guidance for salary establishment, increases, and performance.
  • Coordinate domestic benefits renewal process, including working with brokers and vendors (ex: health insurance and other required social benefits).
  • Provide HR expertise and specialized support for expat staff in Vietnam including but not limited to, maintenance of expat residence leases, work permits.
  • Manage compensation benchmarking, employee relations, regulatory compliance, recruitment and contracting, retention strategies, learning and development and leave administration.
  • Coordinate with the Finance Manager, field staff, Winrock Manila HR team and home office Program Manager to ensure that HR information relevant to project HR is transmitted and maintained in a timely and collaborative manner.
  • Participate in PAC Learning Network looking at HR best practices in various fields, e.g. Talent & Acquisition, Performance Management, Compensation & Benefits, Peer learning, and establishing a network of resources for other HR Focal Persons in Vietnam.
  • Manage and coordinate HR matters with field teams in Can Tho and 5 other provinces (Dong Thap, Tra Vinh, Soc Trang, Ca Mau and Kien Giang).
  • Coordinate and communicate regularly with Winrock’s Home Office.

Required qualifications and experience

Education: Bachelor’s degree in related field from accredited University. Advanced degreed is an advantage. Experience:
  • Over 5 years of experience in progressively responsible human resource roles.
  • Experience in a managerial role related to organizational human resources management.
  • Strong understanding of local labor laws and regulations.
  • Experience with leading HR systems preferred.
  • Ability to handle routine administrative tasks and operational issues.
  • Ability to multitask in a fast-paced environment with strong attention to detail, organization, and time management.
  • Develop, maintain, and update Project HR manual and standard operating procedures.
  • Demonstrated resourcefulness in problem-solving and initiative to learn new skills.
  • Experience with MS Excel required; strong knowledge of MS Office applications and experience with Access preferred.
Skills:
  • Ability to diplomatically supervise staff and coordinate programs with partners from a broad range of backgrounds and experiences.
  • Must be comfortable in high-level representational role as well as interacting with beneficiaries.
  • Strong communication skills (interpersonal, verbal, and written) to fulfill the diverse technical and managerial requirements of the initiative and to effectively coordinate with a wide range of regional stakeholders.
  • Strong skills in conflict resolution and facilitating dialogue among staff and counterparts experiencing disagreements or difficulty working together.
  • Demonstrated ability to follow standard practices and procedures, receive general instruction and supervision, and contribute to projects and initiatives.
  • Demonstrated ability to maintain discretion and work with highly confidential and/or protected information required.
  • Fluency in written and oral English is required.
Desired:
  • Experience working with international donor organizations (USAID, World Bank, IFC, UN), preferably USAID.
