Position Description
Position Title: Human Resource Development (HRD) Officer Project: Aus4Skills Reports to: Deputy Program Director Duration of Assignment: From April to December 2020 Location: Hanoi, Vietnam
Program Overview:
Aus4Skills (contracted as the Vietnam-Australia Human Resource Development Partnership - VAHRDP) is the main vehicle to realise the Australian Government’s commitment to improve the quality of Vietnam’s human resources. Aus4Skills is a five-year program which commenced on 1 February 2016. Aus4Skills manages the Australia Awards Scholarships and the implementation of HRD Components focussing on the development and application of new skills and knowledge acquired by Program participants and the enabling environments for their application, as well as strengthening organisational links between Australia and Vietnam in priority sectors. These Components are:
- Promoting Industry Linkages with Vocational Education and Training
- Improving Quality in North Western Universities (QUNIS)
- Advancing Women in Leadership
- Supporting Australia’s Broader Interests
Position Summary and Responsibilities:
The HRD Officer will work under the direction of the Deputy Program Director, who is the Lead for the Advancing Women in Leadership and the Supporting Australia’s Broader Interests Components, and the Leads of the other HRD Components as appropriate, and under the overall direction of the Program Director the HRD Officer will:
- Assist in planning and managing activities efficiently to ensure that the required activity outputs are delivered on time and to quality requirements
- Assist in ensuring that gender equality, disability and social inclusion (GEDSI) considerations are taken into account in all component activities
- Assist in developing and maintaining positive and effective working relationships with HRD component stakeholders and partner organisations
- Provide support to long-term and short-term advisors in the implementation of their tasks (arrange external and internal meetings, maintain records of their field visits)
- Prepare draft contracts as required with local providers such as interpreters, photographers.

- Assist in monitoring and ensuring effective management of activity sub-contracting budgets, expenditure acquittals, reporting, invoicing and payment schedules
- Prepare requests for advance of funds and/or direct payments for workshops, seminars, conferences;
- Translate documents, letters and background information as required
- Undertake liaison and monitoring visits outside of Hanoi as required
- Undertake other duties as required
Selection Criteria:
Qualifications
Relevant tertiary qualifications, preferably from an international institution.
Experience/Knowledge
- Experience in managing development and/or education projects
- Experience in implementing training courses and conducting workshops
- Knowledge of Gender Equality, Disability and Social Inclusion principles and practices in development aid
- Knowledge of Australia’s education system
- Understanding of Australia’s aid program and priorities in Vietnam
- Understanding of Vietnam’s development context and development priorities Personal Attributes/Skills
- Demonstrated problem solving ability and ability to maintain initiative and momentum in a complex multi-tasking environment
- Supportive team player who can work closely with colleagues
- High level interpersonal and liaison skills and experience in working and maintaining relationships in a cross-cultural setting
- Excellent presentation, report writing and communication skills – in both Vietnamese and English
- Strong ethical disposition with a zero-tolerance to fraud
- Demonstrated problem solving ability and ability to maintain initiative and momentum in a complex multi-tasking environment
- Supportive team player who can work closely with colleagues
- High level interpersonal and liaison skills and experience in working and maintaining relationships in a cross-cultural setting
- Excellent presentation, report writing and communication skills – in both Vietnamese and English
- Strong ethical disposition with a zero-tolerance to fraud
