Summary: The U.S. Mission in Hanoi is seeking an eligible and qualified applicant for the position of Human Resources Assistant in its Human Resources Office (HR).
The work schedule for this position is:
- Full Time (40 hours per week)
Start date: Candidate must be able to begin working within 90 days of receipt of agency authorization and/or clearances/certifications or their candidacy may end.
Supervisory Position: No
Duties: Under the direct supervision of the Team Leader/Supervisor of the Human Resource Social Insurance Unit, incumbent of this position will handle all Local Social Security System (LSSS) benefit claims/reimbursement management program with the Government of Vietnam including sickness (for employees and children under 7 years old); maternity (pregnancy, miscarriage, still birth, giving birth, child adoption, family planning); health rehabilitation/recovery (after suffering from long sickness, giving birth, labor accidents or occupational diseases); Labor accidents or occupational disease; Retirement; and Death for the Local Employed Staff (LE Staff) of the U.S. Embassy in Hanoi. The incumbent will receive documents, complete the eligibility check, work with concerned authorized state offices for the process, monthly/quarterly reconsolidation with concerned offices, maintain and upkeep benefit claim records.
The incumbent will provide back- up coverage to the other LE Staff positions in the unit and perform other duties as assigned.
Qualifications and Evaluations
Education: College or University studies is required.
Requirements:
EXPERIENCE: At least two years progressively responsible experience working with international and local organizations in which one year must be working in the areas of human resources, social insurance or other administration work is required.
JOB KNOWLEDGE: Must have an in-depth understanding of the local laws including social insurance law, health insurance law and other relevant decree and circulars; General office operations and procedural requirements pertaining to functions performed in an HR Office.
Evaluations:
LANGUAGE: Level 3 (Good working knowledge) Speaking/Reading/Writing English is required. (This will be tested.)
Level 4 (Fluent) Speaking/Reading/Writing Vietnamese is required.
SKILLS AND ABILITIES: Must have/be able to:

- Be discreet in order to protect the confidentiality of personnel information and must possess excellent interpersonal skills.
- Be a good team player, and have good numeral skill.

- Be able to understand mathematics and work with numbers; personable, tactful, diplomatic and able to develop fruitful working contacts with Government offices’ officials when dealing with benefit claims process.
- Good typing skills and excellent customer service skills.
- Demonstrate proficiency in word processing, spreadsheets, databases and other computer application (i.e. Microsoft Office, Excel, PowerPoint, etc.)
Qualifications: All applicants under consideration will be required to pass medical and security certifications.
