Summary: The U.S. Mission in Hanoi is seeking an eligible and qualified applicant for the position of Human Resources Clerk in its Human Resources Office (HR).
The work schedule for this position is:
- Full Time (40 hours per week)
Start date: Candidate must be able to begin working within 90 days of receipt of agency authorization and/or clearances/certifications or their candidacy may end.
Supervisory Position: No
Duties: Under the direct supervision of the Supervisory HR Management Specialist (SHRMS), incumbent of this position will perform a variety of clerical and administrative duties to support the Mission’s Human Resources Program including managing all aspects of the LE Staff pre-employment process to include drafting employment offer letters, initiating LE Staff security clearance process, requesting pre- employment check-up process and informing the Diplomatic Services Department of the employment status. The incumbent will also be in charge of the HR record management process; will do mailing and updating the HR share point site. S/he will also provide back-up supports to other HR staff and perform other duties as assigned.
Qualifications and Evaluations
Education: College or University studies required.
Requirements:
EXPERIENCE: At least two years of progressively responsible experience in human resources is required.
JOB KNOWLEDGE: Must have:

- In-depth knowledge of HR regulations and procedures of State and other associated agencies, particularly those regulations pertaining to processing a variety of HR related work.
- In-depth knowledge of local labor law, general office operations and procedural requirements pertaining to functions performed in an HR Office.
Evaluations:
LANGUAGE: Level 3 (Good working knowledge) Speaking/Reading/Writing English is required. (This will be tested.)
Level 4 (Fluent) Speaking/Reading/Writing Vietnamese is required.
SKILLS AND ABILITIES: Must:

- Be able to perform computer operation with commonly used programs such as word processing, electronic calendaring systems, and basic accounting.
- Possess deep organizational skills with a focus on customer service.
- Be able to communicate with both American Officers and Vietnamese staff in the U.S. Mission.
- Have proficiency in Microsoft Office software applications, including Word, Excel, PowerPoint and Outlook.
- Have skills in operating office machines (scanner, photocopier, printer, fax, shredder, etc.).
- Have good interpersonal skill.
Qualifications: All applicants under consideration will be required to pass medical and security certifications.
