Human Resources Officer

The HR Officer will assist with the management and delivery of several HR initiatives (projects) from inception to closure. This includes, but is not limited to, the Staff Selection Policy, integration of the Competency Framework into the Recruitment CoE and recruitment process, integration and implementation of the Child Safeguarding strategy, oversight of the ECM project for the TA team and any and all other initiatives that are either planned or underway in the section. In addition, he/she will assist with designing, gathering and coordinating the work plans across multiple work-streams, finalization of project scope, coordination with the multiple work-stream leads, risk mitigation, status reporting, communication, processes and technical improvements and overseeing Talent Acquisitions' implementation and integration within the wider organizational context. The HR Officer must be willing to support project work in assisting with development, implementation, training and presentations and any and all other tasks as needed. This is a hands-on role that will require active participation in the projects. MAIN TASKS The HR Officer will engage with internal clients (work-stream leads, leadership, HR colleagues,  staff, etc.) to ensure successful implementation of various HR initiatives managed by the Talent Acquisition team. They will create a collaborative environment by guiding work-stream owners and stakeholders to integrate their objectives, work plans and ways of working to execute the initiatives. She/he will also ensure that the initiatives are completed within agreed upon timelines and deliverables.
  • Develop and manage end-to-end project plans in collaboration with TA work-streams and identify inter-dependencies that will result in integrated actions and ensure on-time delivery;
  • Provide hands-on project management during analysis, design, development, testing, implementation, and post implementation phases;
  • Manage project risk and escalate issues to the appropriate level when needed;
  • Provide day-to-day coordination and quality assurance for projects and tasks;
  • Drive internal and external process improvements across multiple teams and functions;
  • Interface with work-stream teams and business owners for project requirements and scope. Actively track and monitor the project tasks performed by business owners, technical SMEs and others as applicable;
  • Create and maintain major project documentation, conduct meetings with project sponsor, stakeholders and project team and prepare briefing notes to project stakeholders;
  • Monitor, coordinate and provide guidance in the resolution of business-related problems with business owners, SMEs and stakeholders;
  • Maintain positive team atmosphere;
DELIVERABLES
  1. End-to-end project plans developed in collaboration with TA work-streams, with defined inter-dependencies to ensure integrated actions and on-time delivery;
  2. Project requirements and scope analyzed. Project tasks performed by business owners, technical SMEs etc. actively tracked;
  3. Project work plans developed, regularly updated and submitted to leadership team for agreement and approval;
  4. The integrated planning processes, accountability matrixes designed and closely monitored for progress and results, risks managed;
  5. Progress reports on functions implemented and updates on the implementation of the solution provided to leadership;
  6. Lessons learned and appropriate documentation of the project ensured to support implemented processes;
  7. Project records and documents gathered with clear descriptions of ongoing roles and maintenance activities.
QUALIFICATIONS AND SPECIALIZED KNOWLEDGE/EXPERIENCE REQUIRED
  • Advanced university degree in Human Resources, Business Administration, Social Sciences, International Relations, Project Management or the equivalent. A first level university degree in combination with qualifying experience may be accepted in lieu of an advanced degree. Experience with MS Project is an asset.
  • Minimum of 8 years' experience, five of which should be in leading large scale, matrixed, multi-stakeholder projects with demonstrable results, and stakeholder satisfaction. Hands-on technical expertise and knowledge of not-for-profit ways of working and culture. Experience in an HR setting will be an asset.
  • Fluency in English is required. Working knowledge of another UN language and/or languages spoken in UNICEF National Committee countries would be an asset.
