Job Summary: The Human Resources Officer will be responsible for supporting and working with Human Resource Manager in Human Resources (HR) issues such as recruitment, staff capacity building, filling system management and policy development. She/he will ensure all in-country policies and procedures are in compliance with Samaritan’s Purse’s policies and national law. Document translation & standardization is also a key responsibility of this position.

Samaritan’s Purse is a Christian humanitarian organization providing aid to hurting people around the world. With a sustainable history working in Vietnam, Samaritan’s Purse has developed strong relationships with partners to conduct projects in 6 sectors: health, WASH, education, protection, livelihood and relief.
Samaritan’s Purse in Vietnam’s projects are being implemented in Hanoi, Quang Nam, the central province of Vietnam, Tra Vinh, the south of Vietnam and across the northern provinces of Lao Cai, Yen Bai and Lai Chau where the majority of people are from ethnic minority groups, often the most vulnerable or marginalized sections of the population.

Key Responsibilities:

  • Support the development and implementation of HR initiatives and systems.
  • Assist line manager with the recruitment, onboarding and departure of employees.
  • Support line manager in the Independent Contractor (IC) administration and recruitment procedure such as posting the job, reviewing the IC request form, preparing IC contract, vetting IC, and updating IC database.
  • Maintain and monitortimesheets and leave records for national staff (maternity leave, sick leave, unemployment, and childcare leave) and timely update the national employee master file with relevant information.
  • Support in generating internal reports and office surveys.
  • Handle administrative tasks such as maintaining employee records and respond to HR-related inquiries.
  • Provide HR notices and announcements available to employees.
  • Ensures legal and Samaritan's Purse global compliance throughout all HR processes.
  • Take responsibility for document translation and standardization when required.
  • Proactively participate in NGOs network, HR & Administration networks and build up the relationship with relevant agencies.
  • Nurture a positive work environment, fostering a commitment to Samaritan's Purse values and ethics.
  • Other duties as assigned by line manager.

Education/Experience Needed:

  • Bachelor's degree from four-year College or University in a relevant area of study such as Human resource, business administration, office management, or related field.
  • Minimum of 01 year experience working in the human resource and/or operations, preferably with an INGO.
  • Minimum of 01 year experience working in document translation & standardization.
  • Knowledge of Vietnamese Labor Law.
  • Able to maintain the highest standard of confidentiality.
  • Strong willingness and passion to see help the poor and disadvantaged in Vietnam.

Skills Required:

  • English proficiency level B1 (Intermediate Independent User) according to CEFR (Common European Framework of Reference for Languages) and fluency in written and spoken Vietnamese.
  • Excellent planning, time management and organizational skills; high level of integrity.
  • Excellent interpersonal communication and teamwork skills.
  • Demonstrated ability to take initiative, solve problems, and remain flexible.
  • Must be comfortable using Microsoft Word, Excel, PowerPoint, and email.
