- To prepare a concept paper for the comparative analysis of leading media and journalism research and training institutions in countries other than Montenegro (e.g. in the EU) of 5 pages maximum in English language by 07 April 2020 (work from home, 5 working days). The concept paper and the research should address the following points:
- To take into account the findings of previous needs assessments by the Mission on an institutionalized journalism training in Montenegro
- To prepare a draft version of 30 pages maximum of the comparative analysis that examines and differentiates the various training and research centres by addressing all the points from the approved concept paper, in English language, by 20 April 2020 (work from home, 7 working days); The comparative analysis should also address the following points:
- To compare different and leading research and training centres outside of Montenegro
- To list organizational strongpoints and weaknesses of the various centres
- To list programmatic strongpoints and weaknesses of the various centres
- To outline unique organizational and programmatic characteristics of the identified centres
- To identify programmatic gaps that could be overcome by a new journalism research and training centre in Montenegro
- To provide information about possible synergies and areas of collaboration between selected centres abroad with a new journalism research and training centre in Montenegro
- Based on the feedback received from the Media Programme of the Mission, finalizing the Comparative analysis, of 30 pages maximum, that examines and identifies the different training and research centres, in English language, by 30 April 2020 (work from home, 3 working days). The final version will address all the feedback received from the Media Programme after the submission of the draft version.
- Concept paper for the comparative analysis of media and journalism research and training institutions in countries other than Montenegro (e.g. in the EU), of 5 pages maximum, in English language, submitted by 07 April 2020, including:
- findings of previous needs assessments by the Mission on a more institutionalized journalism training in Montenegro;
- overview of leading training and research centres in countries other than Montenegro (e.g. in the EU);
- scope of questions and topics that will be dealt with in the comparative analysis.
- Draft version of 30 pages maximum of the comparative analysis that examines and differentiates various training and research centres, with addressed points from the approved concept paper, in English language, submitted by 20 April 2020, including:
- different and leading research and training centres outside of Montenegro;
- organizational strongpoints and weaknesses of the various centres listed;
- programmatic strongpoints and weaknesses of the various centres listed;
- unique organizational and programmatic characteristics of centres outlined;
- information on programmatic gabs that could be filled by a new journalism research and training centre in Montenegro included;
- information about possible synergies and areas of collaboration between selected centres abroad with a new journalism research and training centre in Montenegro.
- The Comparative analysis, of 30 pages maximum, that examines and identifies the different training and research centres finalized based on the feedback received from the Media Programme of the Mission, in English language, submitted by 30 April 2020 (work from home, 3 working days), including the feedback received from the Media Programme after the submission of the draft version.
- University degree in Media Science, Political Science, Economics, or any relevant field;
- Minimum 8 years of professional experience in the field of media/journalism education, training or research institutions;
- Knowledge of institutional partnership development, and the international media training and research landscape;
- Experience in writing reports and providing presentations;
- Advanced communication skills;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Good knowledge of media situation and media trends in the region;
- Previous experience working with other international organizations would be considered as an asset;
- Knowledge of the OSCE key documents about media standards could be considered as an advantage;
- Professional fluency in the English language, both oral and written.
