Background

The United Nations Entity for Gender Equality and the empowerment of Women (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors. In Viet Nam, UN Women contributes to the development objectives of Viet Nam’s Socio-Economic Development Plan and the National Strategy for Gender Equality. Its Country Strategy Note for 2022- 2026 is aligned to the UN Sustainable Development Cooperation Framework (CF) 2022-2026 and is focused on supporting Viet Nam’s fulfilment of Gender Equality commitments under The Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), and the promise of the 2030 Sustainable Development Agenda to “leave no one behind”. The key priorities of UN Women in the 2022-2026 period are:

(i) By 2026, people in Viet Nam, especially those at risk of being left behind, will benefit from and contribute to safer and cleaner environment resulting from Viet Nam’s effective and gender responsive mitigation and adaptation to climate change, disaster risk reduction and resilience building, promotion of circular economy, the provision of clean and renewable energy, and the sustainable management of natural resources.

(ii) By 2026, people in Viet Nam, especially those at risk of being left behind, will contribute to and benefit equitably from more sustainable, inclusive and gender-responsive economic transformation based on innovation, entrepreneurship, enhanced productivity, competitiveness, and decent work;

(iii) By 2026, people in Viet Nam, especially those at risk of being left behind, will have benefited from and have contributed to a more just, safe and inclusive society based on improved governance, more responsive institutions, strengthened rule of law and the protection of and respect for human rights, gender equality, and freedom from all forms of violence and discrimination in line with international standards.

Scope

The successful performance of the incumbent will effectively contribute to UN Women coordination and normative mandate, in line with the UN Women coordination strategy and workplan. In particular, the international consultant is expected to carry out the following tasks:

1. Coordinate the joint UNCT confidential submission to the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW)

• Follow up agency focal points, gather evidence, review and consolidate inputs from the focal points and prepare a comprehensive zero draft. • Edit the zero draft and share it with the focal points and thematic experts for review and finalize a first draft. • Share the first draft to UNCT by 24 November 2023 and seek endorsement from the RC and UNCT and then submit the final joint UNCT CEDAW report. • Prepare a one-page summary which will be used as the oral presentation to the Committee. • Coordinate as necessary for the oral presentation to the Committee.

2. Support the Informal Ambassadors and Heads of Agencies Group on Gender meeting.

• Send out invitations for the group meeting. • Support the country representative in proposing agenda to co-chairs • Prepare annotated agendas for the co-chairs in line with approved agenda and share the agenda prior to the meeting. • Support in preparing presentations or materials required for the meeting as needed. • Draft the meeting minutes capturing discussions, decisions and action points. • Ensure timely distributions of minutes for review and approval. • Follow up on action points.

3. Technical support to engagement of Viet Nam in the Commission on the Status of Women 2024.

• Liase with UN Women regional and HQ office on preparations for CSW and serve as Country office focal point for CSW preparations. • Prepare technical briefings to support the government and CSOs partners on their engagement to CSW. • Coordinate the planning of the policy dialogue between the government, the UN and CSOs on CSW theme for the International Women’s Day. Provide technical inputs and lead the development of a joint UN Policy Brief on CSW theme.

4. Provide technical support on legislations related to gender.

• Provide technical inputs on legislation related to gender including but not limited to the Gender Equality Law amendment.

CONTRACT PERIOD AND WORK LOCATION

The tentative time frame for the contract commences on 5th November 2023 and ends on 31st March 2024 with a total of 72 working days.

International consultant will work be presential (office-based) and virtually participate in technical meetings as requested under the supervision of the UN Women Programme Management Specialist and UN Women Head of Office a.i.

Work related travel of the international consultant is considered as official mission and will be arranged by UN Women, in line with UN Women’s Duty Travel Policy.

REQUIREMENTS

For the applicant to be considered, applicants must meet the following qualifications and requirements:
Education
• Master’s degree in law, human rights or other relevant fields. Professional Experience • At least 3 years’ experience in international law and human rights. • Good knowledge and understanding of international conventions and laws relating to gender, governance and justice. • Experience working in Asia and Pacific region. Experience working in Viet Nam is an asset. • Excellent communication, interpersonal skills and the ability to work effectively in an international environment. • Experience with the UN is an advantage.
