International Consultant – Senior Health Actuary

The ILO is currently discussing a long term collaboration with VSS in achieving the long-term goals of building necessary actuarial capacity and increased autonomy of Viet Nam key stakeholders in the area of actuarial analysis. The general objective of a collaboration between ILO and VSS is to develop VSS capacities to successfully analyze, discuss and implement the reform of the social security system, as envisioned by the Communist Party Resolution No. 28 on Social Insurance and Resolution No. 20 on Social Health Insurance.   As a preparatory step toward a broader cooperation on overall social security, ILO will support Vietnam Social Security in building actuarial capacity on health insurance provision and financing. To this purpose, the ILO is looking for an international senior actuary with expertise in social health insurance to provide technical support to VSS.
1. OBJECTIVES:
The objective of the consultancy is to assess the existing health actuarial valuation models used by VSS, identify strengths and possible gaps and weaknesses and to provide recommendations for strengthening the health actuarial function of VSS. The ultimate goal is to strengthen the national actuarial modelling capacities in respect of the Health Insurance system and to build a strong VSS technical team in Health Insurance actuarial work including appropriate governance and management structures.
2. TASKS:
Task 1. Prepare a technical proposal detailing the scope of work, proposed methodology, detailed work plan with timelines and prepare a data and information request Task 2. Liaise and collect the data and other information from the VSS in relation to the valuation model, assess information received and if necessary, send a follow up data request related to the models currently used. This will include models, documentation, results and any reports based on the model. Task 3: Conduct an analysis of the two existing models used by the VSS for health insurance. The analysis will look into the appropriateness and relevance of these two existing models as assessed against international actuarial standards, professional guidance, the ILO ISSA Actuarial Guidelines and other relevant information. Task 4. Make a diagnostic of current data availability compared to data requirements to conduct actuarial analysis in line with international standards Task 5.  Prepare and present a report describing current institutional structures, repartition of responsibilities of mandates and competencies in health insurance actuarial analysis within VSS and MoH; and provide recommendations for the institutionalization of the actuarial function and  development of resources and capacity . Task 6. Based on the report and recommendations developed under Task 4, propose a work plan outlining required next steps to improve or develop an appropriate health  actuarial model and strengthen VSS actuarial capacities. The international consultant is expected to work intermittently for 25 days from August 2020 to January 2021.
3. REQUIRED QUALIFICATIONS
  • The consultant should meet the following criteria:
  • Be an internationally recognised qualified actuary;
  • At least 10 years of demonstrated experience in actuarial work in social health insurance;
  • Understanding of health systems and social health insurance administration and delivery system;
  • Strong knowledge of international social security guidelines on actuarial analysis ;
  • Ability to adapt to different environment and to propose alternative options and recommendations to suit a specific country context.
  • Experience in South East Asia is an added advantage
  • Strong critical analysis skills and report writing records;
  • Excellent English writing skills;
  • Good team work and communication skills;
