TERM OF REFERENCE
To provide Interpretation services for "Seminar on Improving legal framework on Internal Control and Internal Audit in PCFs"
I. INTRODUCTION
The objective of DGRV’s Project in Viet Nam is to contribute to the sustainable and effective poverty reduction via the development of social structures and favorable legal framework for the cooperatives and collaborative groups. The project has been funded by BMZ and has been implemented in Vietnam for many years.
In order to meet the overall objective of the project, that is, strengthening role of the coops in poverty reduction and hunger eradication, DGRV has been assisting the development and promoting the effective and stable operations of the cooperatives via influencing on 5 main aspects: inclusive market access, protection of business assets and deposits, improving qualities of market-oriented products and services, higher income of the cooperative members, risks management. DGRV has been applying the approach of comprehensive consultancy at all of 3 levels: macro-meso-micro for ensuring the effective intervention on 5 above main aspects.
The “Seminar on Improving legal framework on Internal Control and Internal Audit in PCFs” is requested by SBV to exchange opinions and experience in Internal Control and Internal Audit in people’s credit funds (PCFs) and to recommend some practical suggestions to improve legal framework for them in PCFs. This activity seeks to fulfill the objective of approaching at the macro level, providing lessons learnt and suggestions for the SBV’s formulation of legal framework for sector development.
The Panel discussion is hosted by SBV with the physical attendance of more than 10 organizations such as the Banking Supervision Agency, the Banking Academy, provincial SBV branches, the Coop Bank, the Deposit Insurance of Vietnam, the Vietnam Association of PCFs, the STEP project, independent auditors, PCFs, … and the virtual presentation by DGRV’s short-term expert. An interpretation service is requested to smooth the communication between the short-term expert and the participants.
II. REQUIREMENTS FOR INTERPRETATION SERVICE:
1. Responsibilities:
Support SBV to provide simultaneous interpretation service between DGRV expert and participants in the seminar to be organized in Hanoi.
Time duration: A half day in May 2021
2. Basic Qualifications:
Education: Holding at least Bachelor degree in interpretation professional for English language.
Working experience: At least 03 years working as simultaneous interpreter for international conferences. Working as simultaneous interpreter for international conferences on banking and credit topics is a bonus.
Professional skills: Familiarizing with online/virtual presentation via internet connection such as skype, zoom meeting, online conference…
3. Service rate:
To be quoted by the applicant and valid until 31/12/2021
