Duties
Foreign Service National Investigator (FSN-I) position is assigned to the U.S. Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Homeland Security Investigations (HSI), Attaché Ho Chi Minh City, Vietnam. The role requires the ability to read, write and speak fluent Vietnamese and English. The principle duty of the FSN-I is to conduct complex criminal and administrative investigations related to an exceptionally wide variety of U.S. laws (HSI enforces over 400 federal criminal statutes), including but not limited to intellectual property rights violations; immigration benefit fraud; counter proliferation investigations; human smuggling and trafficking; child exploitation; cultural property; and narcotics and other contraband smuggling. The incumbent must maintain productive working relationships with counterparts from a variety of law enforcement agencies and host country offices. The incumbent is expected to maintain effective working relationships with high-level officials at the Division Director and Deputy Director General levels, in addition to working level contacts. To fulfill the assigned tasks, frequent travel is required throughout Vietnam and occasional travel is required to the United States and other countries.
Qualifications and Evaluations
Requirements: EXPERIENCE: Minimum of five years of investigative experience with criminal and/or administrative investigations is required.
Education Requirements:
Bachelor’s or other undergraduate equivalent degree in business/business administration, finance, information technology, criminal justice/criminology or law/legal study is required.
Evaluations: This may be tested.
LANGUAGE: Fluency Level Speaking/Reading/Writing of English is required. Fluency Level Speaking/Reading/Writing of Vietnamese is required. Please clarify level of your English and Vietnamese language skill on your application.
SKILLS AND ABILITIES: Must have the ability to work independently, develop and execute investigative plans, make well-reasoned decisions and solve problems quickly; the ability to conduct interviews of uncooperative individuals; demonstrate proficiency with basic computer applications and write clear, detailed and comprehensive reports and memos; exhibit absolute integrity in prioritizing the DHS/HSI mission objectives and compliance with DHS HSI policies and procedures. A valid motorbike driver’s license is required.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.
