Position Title: Accounting & Treasury Assistant
Duty Station: Ha Noi, Viet Nam

ORGANIZATIONAL CONTEXT AND SCOPE
Under the overall supervision of the Head of Resources Management in Ha Noi and the direct supervision of the National Resources Management Officer, in collaboration with relevant units at Headquarters and the Administrative Centres, the successful candidate will be responsible for providing assistance in accounting and treasury activities in Ha Noi, Viet Nam.
RESPONSIBILITIES AND ACCOUNTABILITIES
- Assist in managing financial resources by monitoring and controlling assets, reserves, funds, and supplies in accordance with IOM rules and regulations.
- Prepare monthly close-of-accounts documentation accurately and completely for review and certification.
- Extract and input data from various sources into financial or accounting systems.
- Assist in payroll preparation by executing validity checks on monthly payroll results.
- Review all types of payments, from purchases to payment requests, verifying that they are duly authorized and all supporting documents are attached.
- Verify vendor accounts in Oracle and update vendor information in bank payment orders.
- Perform claim verifications against documentation to ensure that purchases/services are properly authorized and that goods have been received or services rendered, ensuring accuracy and compliance with IOM policies and instructions.
- Assist in the preparation of budgets, accounting, and financial reports, as required, and provide guidance on related issues.
- Assist with staff services such as travel, expense claims, and document retrieval.
- Ensure proper and systematic completion of all posted payments and other accounting documents according to established standards.
- Conduct a monthly review of the office Petty Cash reports.
- Actively participate, as required, in any support tasks related to the rollout of future ERPs and applications, including but not limited to performing tests and attending training.
- Perform other related duties as required.
REQUIRED QUALIFICATIONS AND EXPERIENCE
Education
- High school diploma with five years of relevant experience; or
- Bachelor’s degree in Business Administration, Accounting, Finance, or a related field with three years of relevant professional experience.
Experience
- Proficient in Microsoft Office applications (Word, Excel, PowerPoint, Outlook); prior experience with Oracle is an advantage.
- Strong attention to detail and ability to organize paperwork methodically.
- Discreet, detail-oriented, client-focused, patient, and willing to learn new things.
- Prior experience working with international humanitarian organizations, non-governmental organizations, or government institutions in a multicultural setting is an advantage.

- Strong interpersonal and communication skills.
- Excellent computer skills, including proficiency in Word, Excel, PowerPoint, and the Internet.

LANGUAGES
Proficiency in both English and Vietnamese (oral and written) is required.
