VACANCY ANNOUNCEMENT

As a federal enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its objectives in the field of international cooperation for sustainable development. The GIZ Energy Support Programme is working with the Ministry of Industry and Trade (MOIT) on the development of the energy sector in Viet Nam. The current technological focus is on solar power, wind power, bioenergy, energy access and energy efficiency and smart grid.

The Renewable Energy and Energy Efficiency (4E), financed by the German Federal Ministry for Economic Cooperation and Development (BMZ) and co-financed by the European (EU) in the framework of the EU-Viet Nam Energy Facility, supports the government and key stakeholders to improve the preconditions for universal energy access, utilization of renewable energy and increase of energy efficiency. GIZ provides Technical Assistance for the implementation of the EU-Viet Nam Energy Facility, which includes support to EREA and other stakeholders on renewable energy, energy efficiency and energy data statistics as well as the Secretariat of the Viet Nam-Energy Partnership Group (VEPG) between the Government of Viet Nam and Development Partners in order to better coordinate Official Development Assistance (ODA) in the energy sector and to align it with Viet Nam’s development goals and priorities.

The Energy Support Programme (ESP) requires a qualified local professional for the positions of:

Position 1:
Junior Administrative Officer/Contracts and Procurement “ESP”
Duty station: Hanoi, Vietnam
Duration: ASAP until 30.06.2021 with the possibility of extension

Main responsibilities:

  • Manage and monitor all contracts within the Energy Support Programme (ESP), including consultants, consulting companies and other service providers for different projects of the Programme; follow up their respective implementation and monitor respective payments in accordance with GIZ rules and regulations.
  • Proceed Purchasing materials and equipment for assigned project of ESP in accordance with GIZ rules and regulations.
  • Ensure an effective flow of communication and information within the ESP as well as with colleagues of the Contract and Procurement Section of the GIZ Country Office.
  • Support and back-up other Admin Officers when required.

Minimum requirements:

  • A University Degree or equivalent in a relevant discipline such as business administration or public administration
  • At least 1-3 years of professional working experience in a similar position
  • Experience in a similar position in a project/ programme in international development cooperation is an asset
  • Strong experience in general administration and especially contract and procurement management;
  • Full proficiency in information technologies
  • Vietnamese mother tongue and full proficiency in English
  • Excellent management, communication and interpersonal skills
  • Dynamic, reliable and open-minded character having the willingness to excel and perform on a high-level, even under pressure and tight deadlines

Position 2:
Administrative Assistant “ESP”
Duty station: Hanoi, Vietnam
Duration: ASAP until 30.06.2021 with the possibility of extension

Main responsibilities:

  • Administrative support to the Energy Support Programme, in accordance with the rules and regulations (OuR) of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and/or the GIZ Office in Viet Nam
  • Support for the project secretariat
  • Support for all logistics around international and local events/workshop organization of the project
  • Management of adequate project documentation as well as knowledge dissemination; including filing of documents in reference files or in DMS in line with GIZ’s filing rules
  • Support for communication and flow of information within the project/programme and with the GIZ office
  • Support to the finance and procurement staff in preparation of documentation
  • Assistance to ESP team members in administrative tasks

Minimum requirements:

  • University degree or equivalent in a relevant discipline such as finance and accounting, business administration; (equivalent of Diploma or BA)
  • At least 1-3 years of professional working experience in the area concerned; experience in a similar position in a project in GIZ or an international development agency is an asset
  • Experience in operating accounting software and full proficiency in information technology
  • Dynamic, reliable and open-minded character having the willingness to excel and perform on a high level under pressure and tight deadlines
  • Very good English language skills in speaking and writing
