Job Description (Roles and Responsibilities)
Main purpose of job:This is a new role in the growing Climate Team at the British Embassy Hanoi working on an exciting and high profile policy issue central to the UK’s bilateral relationship with Viet Nam.
Viet Nam is one of the fastest growing carbon emitters and Viet Nam’s energy demand is predicted to double in the next 10 years and double again the following decade. In order to meet the country’s goal of achieving high income status by 2045 whilst hitting net zero by 2050, Viet Nam will need adopt a more sustainable and less carbon intensive economic development pathway.
At COP26 Viet Nam made a bold change in its climate policy, committing to net zero by 2050 and a transition away from coal. To support the delivery of these objectives, the Government of Viet Nam and the International Partners Group (IPG), led by the UK and EU, in December 2022 agreed a Just Energy Transition Partnership (JETP). This is an ambitious undertaking to mobilise a comprehensive package of technical assistance and international capital, worth $15.5 billion over the next three to five years, to deliver a green economic transition for Viet Nam that sustainable, inclusive and leaves no one behind.
Under the direction of the Climate Counsellor, this role will see you leading on the operational delivery of the JETP, including the establishment of a JETP Secretariat (by April 2023) and the design of a Resource Mobilisation Plan (by November 2023), working jointly with JETP technical leads in the UK, IPG partners, private sector and NGO stakeholders, and JETP leads within Government of Viet Nam. Working closely with the Energy Attaché and the rest of the climate team, you will be actively involved in the execution of the JETP project in Viet Nam being responsible for organising and managing UK contributions to the establishment of the JETP Secretariat and the execution of the Resource Mobilisation Plan. You will also help organise and define operational and technical contributions from other development, third sector and private partners.
This role would suit a candidate that is a self-starter and problem-solver, is able to effectively manage their and others’ time and is comfortable working with a range of stakeholders. The ideal candidate will have project management expertise and experience working with public and private sector stakeholders in Viet Nam. Knowledge of policy or project development in either climate, energy, finance and infrastructure sectors is desirable, but not essential.
- A university degree, preferably in Business, Finance, Environmental Science, Climate, Public Policy or related course;
- An understanding of public sector decision making in Vietnam;
- A minimum of 5 years of work experience, ideally with project/programme management or project finance experience and preferably with international stakeholders;
- Strong interpersonal, communication and relationship skills;
- Flexible and creative problem-solving skills, and the ability to come up with innovative solutions to complex problems, and coordinate coherent and compelling programmes and projects;
- Fluency in written and spoken English;
- Sound network of contacts in Viet Nam political arena, government, private sector and civil society.
- Knowledge of project finance, green finance and clean energy issues in Viet Nam.
- Experience of the political, policy development and governance context in Viet Nam;
- Candidates with prior work experience in international or multilateral programmes will be considered as a plus;
