Diplomatic and Defense Officers (LE4)

ABOUT LE4:

The primary role of the Department of Defence is to protect Australia and Australia’s national interests. In doing so, the Department serves the Government and is accountable to the Commonwealth Parliament, representing the Australian people, to implement the Government’s defence policy effectively and efficiently. Australia’s defence policy is built on the principle of self-reliance in defending Australia but is capable of doing more where there is a shared interest with partners and allies.

ABOUT THE POSITION:

Working under the direction of the Assistant Defence Attaché and Management Attaché Coordinator, this position is responsible for supporting the day-to-day operations of the Australian Defence Attaché Office in Vietnam. Duties include planning, protocol and logistical support for military personnel and delegations travelling between Australia and Vietnam. The position liaises with Vietnamese authorities on visas, diplomatic procedures for military vessels/aircraft and supports Australian Defence activities and commitments in Vietnam. The position provides back-up support and acts as the Management Attaché Coordinator in the absence of the Manager.

THE KEY RESPONSIBILITIES OF THE POSITION INCLUDE, BUT ARE NOT LIMITED TO:

  • Support all administrative and operational aspects of the Defence Attaché portfolio in Vietnam.
  • Manage visa approvals for defence personnel and delegations travelling between Australia and Vietnam.
  • Liaise with internal and external stakeholders, including the Vietnamese Ministry of National Defence, on administrative and operational matters.
  • Build and maintain relationships across a broad range of stakeholders, including defence counterparts and government officials related to Defence engagement.
  • Support the management and coordination of incoming and outgoing delegations, including but not limited to, ministerial visits, high-level dialogues, routine visits and exchanges.
  • Support the management and coordination of routine and extraordinary His Majesty’s Australian Ship and Royal Australian Air Force Aircraft visits.
  • Represent Defence through liaison with Vietnamese authorities for Australian diplomatic clearance requests.
  • Represent Defence through liaison with Ministry of National Defence and Vietnam People’s Army personnel as required.
  • Perform research and analysis projects and assist in the preparation of high-level briefs on Defence issues as required.
  • Conduct research, analysis and deliver recommendations on any relevant matter relating to the Defence Attaché portfolio in Vietnam.
  • Provide high-level interpreting and translation for Australian defence delegations visiting Vietnam, and to be prepared to assist other areas within the Australian Embassy in support of high-level visits.
  • Deliver in-country operational support to Australian Defence Force ‘fly-away’ training teams.
  • Translate media and press releases covering Defence activities.
  • Draft Defence media summaries covering issues relevant to the bilateral Defence relationship in Vietnamese language media.
  • Provide technical knowledge to the Assistant Defence Attaché on matters relating to the Defence relationship when required.

REQUIRED QUALIFICATIONS:

  • Qualifications in international relations, languages or a related field and at least two years’ relevant work experience.
  • Proven written and oral linguistic skills in English and Vietnamese that are effective in a range of situations, including, but not limited to interpreting, translating, hosting and conversing with speakers from a range of backgrounds including military and political leaders.
  • Good level of formal/report writing skills with excellent attention to detail.
  • Strong understanding of Vietnamese protocol and ability to liaise effectively with Vietnamese authorities and a wide range of internal and external placeholders.
  • Highly developed communication, relationship building and negotiation skills.
  • Proven analytical and problem-solving capacity.
  • Highly developed organisational and time management skills to prioritise and complete competing requests.
  • An ability to use initiative and work flexibly and autonomously with little supervision.
  • An ability to organise semi-complex activities involving multiple agencies.
  • Proficient in use of the Microsoft Office Suite including Microsoft Teams, Adobe Acrobat and mobile communication tools.
