SCOPE OF WORK
Vietnam Urban Energy Security is a 4-year, USAID funded activity that addresses the problems of growing energy demand and air pollution from large coal projects and current urban energy practices in Vietnam. The activity supports cities to take advantage of: 1) the technological advancements and cost reductions of advanced, distributed energy solutions such as rooftop solar, battery storage, and demand response; 2) cleaner forms of transport; 3) energy efficiency and modern energy technologies for municipal services; and 4) business opportunities for local entrepreneurs in deploying distributed energy systems and services.
In supporting cleaner forms of transport, Vietnam Urban Energy Security seeks to promote the deployment of electrified bus for public road transportation in Vietnam. Currently, the public road transportation system mainly depends on the bus system, in which diesel bus accounted for more than 90% of the total numbers of vehicle. The electric bus has been recently piloted in Hanoi, and planned to be commercially exploited in Hanoi, Ho Chi Minh city and Phu Quoc. The utilization of electric bus is expected to reduce the carbon intensity as well as the energy consumption of road transportation system.
Overview of the Positions:
In order to support the deployment of electrified bus for public transportation, Vietnam Urban Energy Security seeks to estimate the carbon footprint and develop the GHG MRV system for electric bus operation. The Consultants will conduct a life-cycle study on carbon footprint of Vinbus E-bus and design a GHG MRV framework of the bus operating enterprise (the Assignment). The ultimate objective of the Assignment is to provide interested stakeholders with a comparative assessment of electric bus and conventional bus fleets in term of environmental benefits and/ or drawbacks; and a framework for measurement, reporting and verification of the GHG emissions of electric bus.
The resulting report and MRV framework should provide electric bus transportation service provider (Vinbus) and relevant stakeholders with adequate information land insights into the GHG emissions and energy demand of electric bus during its production and operation.
Roles and Responsibilities:
Vietnam Urban Energy Security will engage a team of two consultants to work together in support of this assignment. Collectively, the two consultants will produce a report that provides:
- An assessment of life cycle carbon footprint of electric bus;
- A review of findings;
- A general design of GHG MRV framework of electric bus operation.
The Life Cycle Assessment Senior Consultant (“LCA Consultant”) is expected to lead the implementation of the assignment and work together with The Energy and Carbon Consultant through in-depth desk research and interviews with key stakeholders for relevant data and drawing on his/her experience and expertise in the subject matter.
The LCA Consultant will be responsible for carrying out the following Scope of Work:
- Assessment on life cycle carbon footprint of electric bus
- Quantify and assess GHG emissions and energy demand of electric bus during production and operation;
- Compare the life cycle carbon footprint of diesel and electric buses.
- Compulsory review of findings
- Consult external experts on the life cycle carbon footprint of the bus fleets;
- GHG MRV system design of electric bus operation
- General design of a MRV framework on the carbon footprint of electric bus operation including technical and functional specifications;
- Transfer the MRV framework to the beneficiaries.
The Energy and Carbon Consultant will be responsible for carrying out the following Scope of Work:
- Assessment on life cycle carbon footprint of electric bus
- Review the production and operation of electric buses vs conventional buses;
- Compulsory review of findings
- Internal review of the life cycle carbon footprint of electric bus;
- Data collection on the life cycle carbon footprint of bus fleets in Vietnam.
- GHG MRV system design of electric bus operation
- Support the general design of a MRV framework on the carbon footprint of electric bus operation including technical and functional specifications.
- Support the transfer the MRV framework to the beneficiaries
Qualifications:
- Relevant experiences in: carbon footprint estimation/ calculation or life cycle assessment; in energy - climate studies with focus on greenhouse gas emission inventory for energy/industry and/or transport sector. Particular experiences in similar assignments on the electric vehicle/electric bus operations is an advantage.
- Demonstrated understanding of GHG MRV systems, cycle carbon footprint
- Experience conducting comparative assessments in Vietnam; preference for candidates who can share relevant examples
- Demonstrated understanding of the Assignment; ability to propose viable approach to completing the tasks
- Demonstrated contacts and networks in relevant sectors
- Master degree is required
- Fluency in Vietnamese
- Good writing, speaking, and reading skills in English; demonstrated report writing skills in English is required
Level of Effort, Location and Reporting
The maximized level of effort is 100 days for this SOW. The Consultants will report to the Deputy Chief of Party (DCOP). Depending on the location of the Consultant, the reporting may be through in-person meeting (if based in Hanoi) and/or through weekly conference call (if based elsewhere). All communication will be in English (written and verbally).
