Position Title: Local Consultant for Development of ARV Drug Re-allocation Guideline in HIV/AIDS Prevention and Control Program

Classification: Short-term Professional Independent Consultant   

This scope of work (SOW) sets forth the services to be provided by Consultant to Chemonics International Inc. 

Background:   

The purpose of the USAID Global Health Supply Chain Program-Procurement and Supply Management (GHSC-PSM) project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Population and Reproductive Health. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain. In Vietnam, GHSC-PSM performs work under the contract the HIV/AIDS Task Order. 

GHSC-PSM in Vietnam supports country strategies and priorities that fall under the following three project objectives: 

  • Global Commodity Procurement and Logistics 
  • Systems Strengthening Technical Assistance 
  • Global Collaboration to Improve Long-Term Availability of Health Commodities

ARV reallocation (revoke, transfer, coordination) is a stage in the whole ARV supply chain management which is regularly implemented by VAAC for donor sources and the state budget. The amount of expired drugs disposal has been continuously decreasing and has reached below 1% in recent years. Since 2019, the ARV drug supply from the Social Health Insurance fund (SHI) has been procured and managed with participation of the Ministry of Health’s National Centeralized Drug Procurement Center (NCDPC), VAAC and the North Centre for Health Insurance Verification and Multi-line Payment, Viet Nam Social Security (VSS) and the ARV drug re-allocation process from SHI fund will involve these partners. In 2020, the Ministry of Health will revise its Circular No. 28/2017/TT-BYT, which will empower provincial AIDS authorities in ARV drug re-allocation. Each ARV source (donor funded, state budget and SHI fund) has its own regulations and it is a challenge for related partners to make any ARV reallocation while official guidance on this matter is not yet available.

Objective:  

The Consultant will support VAAC to develop a guideline and standard operation procedures (SOP) to facilitate ARV drug re-allocation for all sources at health facility and provincial levels.

Principal Services and Responsibilities (Essential Functions)

The local consultant will provide technical support to VAAC  and will be responsible for the following principal services and responsibilities: 

  1. To collect all government legal documents related to current regulations on drug procurement and reallocation at public health facilities and other reference doucments.
  2. To draft an outline of the guidelines on ARV drug re-allocation for all levels.
  3. To generate the fist draft of detail guideline and SOPs for implementation of ARV drug re-allocation for all levels and all ARV sources.
  4. To generate the final draft of detailed guidelines and SOPs for implementation of ARV drug re-allocation for all levels for all ARV sources approved by the VAAC leader.

Required Skills and Qualifications 

  • Bachelor’s degree in a pharmacy or health science required;
  • Minimum of five years of experience on HIV/AIDS, experience related to medicine and HIV/AIDS treatment preferred
  • Experience working with the Vietnamese Ministry of Health is preferred;
  • Excellent interpersonal and communications skills;
  • Excellent analytical and writing skills;
  • Demonstrated ability to communicate clearly and concisely, both orally and in writing;
  • Strong knowledge of Microsoft Office applications;
  • Fluency in Vietnamese and advanced English required.

Supervision of Consultant: The Local Consultant for Supply Management of Social Health Insurance Covered Drugs and Rational Drug Use will report to the HSS Manager. 

Period of Performance: July 1, 2020 to August 20, 2020

Level of Effort: Maximum of 30 working days (240 working hours.) The consultant is not allowed to bill more than 8 hours per day for a five-day work week.  

Location: Hanoi, Vietnam.
