Chemonics International Inc. Scope of Work
Position Title: Local Consultant for Pharmacovigilance Classification: Field Office Short-term Professional Independent Consultant
This scope of work (SOW) sets forth the services to be provided by Consultant to Chemonics International Inc.
Background:
The purpose of the Global Health Supply Chain Program-Procurement and Supply Management (GHSC-PSM) project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), Population and Reproductive Health (PRH), and the Office of Maternal and Child Health and Nutrition (MCH). In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain. In Vietnam, GHSC-PSM performs work under the contract the HIV/AIDS Task Order.
GHSC-PSM in Vietnam supports country strategies and priorities that fall under the following three project objectives:
Global Commodity Procurement and Logistics Systems Strengthening Technical Assistance Global Collaboration to Improve Long-Term Availability of Health Commodities.
Since 2018, GHSC-PSM has supported Vietnam Administration of AIDS Control (VAAC) with the tenofovir/lamivudine/dolutegravir (TLD) transition in Vietnam. GHSC-PSM’s support has contributed to the MOH granting the Market Authorization (MA) for TLD in October 2019. Part of this approval requires that the facilities report on the safety of the TLD. PEPFAR will provide TLD for Vietnamese patients beginning in December 2019 and according to the TLD transition plan, TLD will be covered by Social Health Insurance (SHI) starting in November 2020. In order to reach this target, the Adverse Drug Reaction Monitoring (ADRM) reporting of TLD in Vietnam must be included in the dossier of the proposal for including TLD in the SHI medicine list, which will be submitted to the MOH for approval.
Objective:
The Local Consultant for Pharmacovigilance (PV) will work closely with University of Pharmacy in Hanoi/ the National Centre of Drug Information and Adverse Drug Reactions Monitoring (National DI & ADR Centre) to support VAAC to carry out ARVs (specifically TLD) Active Adverse Drug Reactions Monitoring reporting, to include but not limited to the development of proposals, tools, training material, data collection tool or methodology and analysis of TLD ADR.
Principal Services and Responsibilities
The Local Consultant for Pharmacovigilance will work closely with the VAAC/Ministry of Health, The National Centre of Drug Information and Adverse Drug Reactions Monitoring (National DI & ADR Centre) and GHSC-PSM to:
- Develop the proposal on the ARVs/TLD Adverse Drug Reactions Monitoring reporting
- Develop the data collection tool/ methodology, which must be endorsed by VAAC;
- Develop training materials and support the VAAC to conduct training at targeted health facilities;
- Collecting, cleaning, and analyzing ADR data;
- Supervise the progress and quality of data collection;
- Write the reports on TLD Adverse Drug Reactions Monitoring reporting which must be approved by VAAC.

Required Skills and Qualifications
- Bachelor’s degree in Pharmacy or Medicine, required;
- A minimum of 3 years of experience in the implementation of Drug Information/Pharmacovigilance;
- Experience working with Vietnam Administration of AIDS Control (VAAC), Ministry of Health, the National Centre of Drug Information and Adverse Drug Reactions Monitoring, and international funded projects preferred;
- Excellent interpersonal and communications skills;
- Excellent analytical and writing skills;
- Demonstrate ability to communicate clearly and concisely, both orally and in writing;
- Availability for supervision trips;
- Fluency in Vietnamese and advanced English required.
Supervision of Consultant: The Local consultant for Pharmacovigilance will report to the Technical Director.
Period of Performance: December 15, 2019 to September 15, 2020
Level of Effort: Up to a maximum of 75 days incurred within the timeframe stipulated above. The consultant is not allowed to bill more than 8 hours per day on a five-day work week.
Location: Hanoi, Vietnam with possible travel to other provinces within the country.
