Terms of Reference:
Local consultant to coordinate and deliver a training workshop to help PMI-LED project beneficiaries become familiar with local environmental issues; and provide support to beneficiaries to complete the environmental monitoring tool
I. Context
The Partnerships for Municipal Innovation - Local Economic Development (PMI-LED) program is funded by the Government of Canada through Global Affairs Canada. It is implemented by the Federation of Canadian Municipalities (FCM) in local governments in six countries in Africa, Asia, and the Americas.
PMI-LED has developed an environmental sustainability and climate change strategy to encourage local economic development (LED) stakeholders to think critically about the various interactions between LED projects and the environment. The strategy aims to make sure environmental considerations are a focus during project implementation, since LED projects can have both positive and negative impacts on the environment.
As part of this environmental sustainability and climate change strategy, PMI-LED is going to undertake an environmental assessment of all LED projects funded through the program. For this reason, PMI-LED is looking to engage a local consultant, ideally someone from within or nearby to the municipality, to coordinate a training workshop(s) that will help project beneficiaries become more familiar with environmental issues in their community. S/he will also assist project beneficiaries in completing the environmental monitoring tool for the projects.
II. What does the consultant have to do?
The consultant will:
- Develop a solid understanding of the environmental monitoring tool – it’s purpose and use Understand the tool and why we are using it. He/she is going to support the LIF beneficiaries to fill in the tool for their projects so he she/he needs to be familiar with the tool i.e. what is being asked and the level of details required in the responses.
- Communiate with different stakeholders to have sufficient sources for prepare and develop the content of the training, which will enable participants to understand and identify the following:
- Environmental and climate change issues in their municipality/country.
- Environmental effects (i.e. floods, drought, etc.).
- The type of local (economic) activities taking place and the impact they have on the environment (with an emphasis on agricultural activities).
- Existing laws to protect the environment.
- Ways to mitigate the negative environmental impacts of activities (economic, social, etc.).
The training content has to be approved by the Regional Coordinator and the National Program Coordinator.
- Assist beneficiaries of projects implemented under the Local Innovation Fund (LIF) to complete the environmental assessment tool/form for their project;
- Report of summary and analysis of the implementation of environmental sustainability at all on – going LIF projects
III. Objectives and Expected Results
- Project beneficiaries will have good knowledge of the environmental issues related to the projects they are implementing through the LIF;
- Project beneficiaries will understand and become familiar with the PMI-LED environmental monitoring tool to develop their own criteria, action plans for their LIF project in terms of environmental sustainability assessment
- Environmental monitoring tool forms for all LIF projects will be completed.
- If LIF project beneficiaries have their own EIAs certified by competent local authorities (for projects focus on manufacturing, equipping, procurement of facilities, acquiring lands etc?) or have had to complete documentation for the municipality/province regarding their business (as required by any local laws), they should include that information in the assessment tool. They don’t need to provide a copy BUT they need to include what they’ve done and why.
- A report of the consultant that summarizes and analyzes the implementation of environmental sustainability at LIF projects
IV. Consultant Profile
- Degree in environmental studies with a specialization in agriculture or other relevant fields.
- At least 5 years relevant professional experience.
- Sound knowledge of the country's environmental challenges.
- Ability to coordinate training workshops.
- Good at English writing and speaking
V. Institutional Arrangement
The National Program Coordinator (NPC) will oversee the progress of the carried out in this contract. S/he will approve the work of the consultant and make sure progress is being made towards the required outputs. S/he will intervene if any adjustment needs to be made to the terms of reference. If needed, the consultant may request assistance from the NPC in the execution of his/her tasks.
The consultant will set out in her/his offer of services the approach/methodology s/he will use, as well as a provisional work plan for the activities to be undertaken. Upon the recommendation of the consultant and with the NPC approval, this work plan may be amended during the contract so as to make more appropriate use of the resources available; however, this must not lead to an increase to the length of the contract or to the budget.
At the start of the contract, a meeting will be held between the consultant, the NPC and the PMI-LED Program Manager to agree on the approach, the scope of work, the expected results, and the schedule of activities.
In carrying out her/his tasks, the consultant must adapt to the capacities, constraints and pace of work the people with whom s/he is working.
VI. Length of Contract and Deliverables
The number of days allocated to this contract is 13.5. The project schedule is as follows:
