Scope of Work 

Position Title: Local Consultant to Develop an ARV Drug Demand Forecasting and Supply Plan for the Period 2021-2025 Classification: Short-term Professional Independent Consultant    This scope of work (SOW) sets forth the services to be provided by Consultant to Chemonics International Inc. 

Background:   

The purpose of the USAID Global Health Supply Chain Program-Procurement and Supply Management (GHSC-PSM) project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Population and Reproductive Health. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain. In Vietnam, GHSC-PSM performs work under the contract the HIV/AIDS Task Order. 

GHSC-PSM in Vietnam supports country strategies and priorities that fall under the following three project objectives: 
  • Global Commodity Procurement and Logistics 
  • Systems Strengthening Technical Assistance 
  • Global Collaboration to Improve Long-Term Availability of Health Commodities

Since 2019, together with the decline of ARV supply from donors including PEPFAR and the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM), ARV drugs have been covered by the Social Health Insurance fund (SHI) and it will become the major ARV source for the national HIV/AIDS program in Viet Nam going forward. SHI ARV drug procurement and supply have faced challenges during the first two years, resulting in delays in ARV provision to health facilities, especially for ARV drugs with limited market authorizations in Viet Nam. Currently, the Government of Viet Nam has no regulation to ensure a national inventory reserve for ARV drugs. Procurement of pediatric ARV drugs still depends on GFATM’s support. To ensure full provision of ARV drugs serving implementation of the national strategy to end HIV/AIDS epidemic in Viet Nam by 2030 as well as to make necessary advocacy to address challenges in ARV procurement and supply in Viet Nam for the period 2021-2025, the Viet Nam Administration for HIV/AIDS Control (VAAC) requests GHSC-PSM’s technical support in development of a long term ARV demand forecasting and supply plan for the period 2021-2025.

Objective:  

The Local Consultant to Develop ARV Drug Demand Forecasting and Supply Plan for the period 2021 - 2025 will provide technical support to the Viet Nam Administration for HIV/AIDS Control (VAAC) to:

  • Forecast ARV demand and ARV supply roadmap to ensure full ARV provision for implementation of the national strategy for ending HIV/AIDS in Viet Nam by 2030.
  • Serve as a basic document for estimates resources needed for ARV procurement and supply by 2025 and for advocacy to address challenges for ARV procurement and supply, especially for SHI fund and Government budget.

Principal Services and Responsibilities (Essential Functions)

The local consultant will provide technical support to VAAC and will be responsible for the following principal services and responsibilities:

  • To work with VAAC to draft an outline of the ARV demand forecasting and supply plan for the period 2021-2025.
  • To identify key principles and methods applied for development of a long-term ARV demand forecasting for the period 2021-2025, taking into consideration the current context of HIV/AIDS in Viet Nam.
  • To forecast ARV needs in the period 2021-2025 by year divided by regiment, patient group and drug group to serve the implementation of the national strategy to end AIDS by 2030 
  • To make a roadmap for ARV supply from all sources, including the SHI fund, Government budget, GFATM and others for the 2021-2025 period.
  • To generate a detail plan on ARV demand forecasting and supply for the period 2021-2025.

Deliverable 4 Final draft of the ARV demand forecasting and supply plan for period 2021-2025 approved by VAAC leader 30/8/2020
Required Skills and Qualifications 
  • Bachelor’s degree in a pharmacy or health science required;
  • Minimum of five years of experience on HIV/AIDS; experience related to medicine and HIV/AIDS treatment preferred
  • Experience working with the Vietnamese Ministry of Health preferred;
  • Excellent interpersonal and communications skills;
  • Excellent analytical and writing skills;
  • Demonstrate ability to communicate clearly and concisely, both orally and in writing;
  • Strong knowledge of Microsoft Office applications;
  • Fluency in Vietnamese and advanced English required.
Supervision of Consultant: The Local Consultant to Develop ARV Drug Demand Forecasting and Supply Plan for the period 2021 – 2025 will report to the HSS Manager.  Period of Performance: June 25, 2020 to August 30, 2020 Level of Effort: Maximum of 45 working days (360 working hours.) The consultant is not allowed to bill more than 8 hours per day for a five-day work week.    Location: Hanoi, Vietnam   Application Instructions:
