Scope of Work

Position Title: Local Contractor for Liver and Kidney Testing Data Collection Classification: Fixed-Price Services Agreement This scope of work (SOW) sets forth the services to be provided by Contractor to Chemonics International Inc. Background:

The purpose of the USAID Global Health Supply Chain Program-Procurement and Supply Management (GHSC-PSM) project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), Population and Reproductive Health (PRH), and the Office of Maternal and Child Health and Nutrition (MCH). In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain. In Vietnam, GHSC-PSM performs work under the HIV/AIDS Task Order.

GHSC-PSM in Vietnam supports country strategies and priorities that fall under the following three project objectives:

  • Global Commodity Procurement and Logistics

  • Systems Strengthening Technical Assistance

  • Global Collaboration to Improve Long-Term Availability of Health Commodities.

Since 2018, GHSC-PSM has supported the Vietnam Administration of AIDS Control (VAAC) with the tenofovir/lamivudine/dolutegravir (TLD) transition in Vietnam. GHSC-PSM’s support has contributed to the MOH granting market authorization for TLD in October 2019. Part of this approval requires that the facilities report on the safety of TLD. PEPFAR will provide TLD for Vietnamese patients beginning in December 2019 and according to the TLD transition plan, TLD will be covered by Social Health Insurance (SHI) starting in November 2020. In order to reach this target, the Adverse Drug Reaction Monitoring (ADRM) reporting of TLD in Vietnam must be included in the dossier of the proposal for including TLD in the SHI medicine list, which will be submitted to the MOH for approval.

Objective: The Local Contractors for Liver and Kidney function Testing Data Collection will support the VAAC and University of Pharmacy in Hanoi/ the National Centre of Drug Information and Adverse Drug Reactions Monitoring (National DI & ADR Centre) to support VAAC to collect data of testing of selected HIV/AIDS patients who participate in Active Adverse Drug Reactions Monitoring reporting (AADRM). The Contractor will work with selected hospitals to provide testing for patients and collect testing results for the purpose of the aforementioned AADRM. Principal Services and Responsibilities Chemonics will hire three Local Contractors for Testing Data Collection, one each in three provinces: Hanoi, Hai Phong, Thai Nguyen. Each consultant will be responsible for collection of testing data in their respective province. The Local Contractor for Testing data collection will work closely with the selected hospitals in designated province to:
  • Pay for testing AST, ALT, Creatinine of targeted patients at three points in time: baseline (before starting TLD treatment), after one month of TLD treatment, and after three months of TLD treatment.

  • Monitor the testing for AADRM in the selected hospitals of the provinces.

  • Collect all data from the testing and prepare report on the data collection.

  • Submit the collected data to Chemonics, VAAC, National DI & ADR Centre following the provided template.

The estimated number of patients who will be tested for AST, ALT, and Creatinine in each province Ha Noi, Hai Phong, Thai Nguyen is 200.

The progress report should include information of how many patients have been tested at each point in time in the reported period, of which, how many flagged test results and information of those flagged test results

  • Final report of data collection of all selected patients through August 31 and accepted by VAAC. The final report should include information on how many patients have been tested at each point in time in the reported period, of which, how many flagged test results and information of those flagged test result

  • Data base of testing accepted by VAAC

Required Skills and Qualifications
  • Undergraduate degree in Pharmacy or Medicine; advanced degree preferred

  • Experience working with hospitals is preferred

  • Experience in health program, experience in HIV/AIDS treatment is preferred

  • Elementary English required

Supervision of Contractor: The Contractor for Liver and Kidney Function Testing Data Collection will report to the GHSC-PSM Technical Director.

Period of Performance: May 1, 2020 to August 31, 2020 Location: Successful candidates will work in one of the following provinces: Hanoi, Thai Nguyen, Hai Phòng Vietnam.
