Local Development Initiative (LDI) Coordinator - FSSP Vietnam

Cowater is currently recruiting a Local Development Initiative Coordinator position for a proposal we are developing for Global Affairs Canada’s Field Services Support Project (FSSP) in Vietnam. This position, conditional on the project being awarded to Cowater, is full-time and based in Hanoi, Vietnam.

The Field Services Support Project will support Canada’s programming in Vietnam by offering technical, research, logistical, procurement and administrative support to Global Affairs Canada’s activities and initiatives.

Education

Advanced degree in a relevant discipline such as political sciences, law, international development, economics, finance, business administration, project management, social sciences, engineering, applied sciences

Candidates should be able to demonstrate additional trainings/courses in subjects such as project management; public administration; international development; procurement management; results-based management; human resources management; conflict management; financial management; capacity building or coaching approach; and gender equality or gender sensitivity

Minimum Experience

Applicants must have demonstrated experience in managing and implementing Local Development Initiatives/ grants, including:

  • Developing tools (procurement tools (including manuals and templates), proposals, outreach documents, due diligence checklists) and coordinating procurement publications;
  • Developing operational documents for delivering LDIs/grants;
  • Coordinating calls for proposals, conducting preliminary screening of proposals; making recommendations; supporting or conducting due diligence of short-listed entities;
  • Ensuring proper maintenance of the record keeping and filing system of the FSSP LDIs fund;
  • Working with and building relationships with local organizations

Applicants should have at least 4 years of the aforementioned Local Development Initiative/grant experience

A priority will be placed on experience in Vietnam and the ASEAN region.

Key Tasks:

Based full time in Hanoi, the Local Development Initiative Coordinator will be tasked with delivering logistic, procurement, administrative and financial services as part of the FSSP.

The tasks of the Local Development Initiative Coordinator will include:

  • Development of the Local Development Initiative Mechanism, including"
  • Develop an Operating Procedures Manual, including management procedures, tools (e.g. brochures, outreach documents, due diligence checklists) and reporting guidelines and templates;
  • Ensure the integration of cross-cutting themes in the design of the LDI Mechanism (e.g. gender equality, environment and governance)
  • Identify Recipient and Sub-Project eligibility and selection criteria;
  • Prepare the LDI Mechanism selection/procurement processes (such as a call for proposals).
  • The Implementation and management of the Local Development Initiative Mechanism, which will include:
  • Launch and manage the publication of the LDI Mechanism selection processes;
  • Manage the receipt of proposals and tenders and conduct preliminary screening of proposals;
  • Support due diligence of potential suppliers;
  • Prepare, negotiate, and manage the funding agreements with recipients;
  • Make recommendations regarding payments to recipients;
  • Support the delivery of the Sub-Projects with technical expertise;
  • Manage the integration of cross-cutting themes (e.g. gender equality, environment and governance);
  • Coordinate the input and services of the Technical Advisors supporting the implementation and management of the LDI Mechanism;
  • Lead the development and review of key project documents;
  • Monitor LDI Mechanism implementation, including conducting site visits and reviewing reports;
  • Coordinate external project monitoring, evaluating and auditing activities.

Language Proficiency:

Candidates must possess an advanced professional proficiency in English.

Employment Conditions:

Candidates must be able to live and work in the project country. The ideal candidate will already be living in/based in Vietnam.
