TITLE: Local information technology consultant on development of VEN/ABC analysis module in VSS software for monitoring health insurance related costs
PROJECT: Global Health Supply Chain–Procurement and Supply Management project in Vietnam
Project Overview: The purpose of the Global Health Supply Chain– Procurement and Supply Management (GHSC-PSM) project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and USAID’s family planning and reproductive health program, and the Office of Maternal and Child Health and Nutrition. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.
At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:
- Global Commodity Procurement and Logistics
- Systems Strengthening Technical Assistance
- Global Collaboration to Improve Long-Term Availability of Health Commodities.
Background and Justification:
Drug spending in Vietnam accounts for a large percentage of total health expenditures when compared to countries with similar socio-economic conditions. Currently the Viet Nam Social Security system (VSS) lacks visibility as to whether the drugs that account for the largest percentage of total drug costs at the hospital and health facility level. In line with its FY2019 workplan activities, the GHSC-PSM will be providing support to VSS in developing a tool for analyzing SHI rational drug use and management in the hospitals. Considering that VSS already has a monitoring software managed by VSS’ Northern Center for Health Insurance Verification and Multi Payment, the project seeks a local information technology expert to develop of a software module compatible with this existing software, which will analyze hospital-level drug use based on the Vital-Essential-Nonessential (VEN) and always/better/control medicine inventory management (ABC) analysis technique. This tool will support VSS staff make decisions to better manage the supply of drugs and will thereby contribute to promoting the safe and rational use of SHI drugs, reducing waste, and improving the cost of medicines.
Responsibilities and Duties:
The Consultant will provide technical support to VSS to:
- To work with VSS pharmacists to understand what the VEN/ABC principles and methodology are, what are the necessary data input requirements to perform the VEN/ABC analysis, and the VEN/ABC classification for SHI drugs as detailed in the Ministry of Health Circular No. 30/2018/TT-BYT dated 30 October 2018 and expected outcomes and presentation diagrams.
- To develop a VEN/ABC analysis module compatible with the current VSS software on monitoring health insurance related costs that is in line with the information gathered through working with VSS pharmacists and points of contact.
- To develop a user instruction and manual and disseminate to VSS.
Expected deliverables and timeline: The period of performance is expected to be from 1 August to 15 September 2019, during which the following deliverables will be submitted:
Deliverables | Description | Deadline |
Deliverable 1 | VEN/ABC analysis module developed and well tested compatible with the current software in use by VSS. The module provided should allow for future edits, if required, by VSS; therefore, the consultant must provide any coding or instructions that will allow for such edits in the future. | 30 August 2019 |
Deliverable 2 | User instruction/manual developed and disseminate to VSS. The manual will be provided in Word, to allow for any edits, and a PDF final version that is ready for distribution.

Qualifications:
- Bachelor’s degree in IT or software development;
- Minimum 3 years’ experience on system software development;
- Experience working in development of software for Social Health Insurance or Hospital Information System (HIS) for hospitals preferred;
- Experience working with USAID or other donor-funded projects is a plus;
- Excellent interpersonal and communications skills;
- Fluency in Vietnamese and basic English required.
Estimated Level of Effort:
Up to a maximum of 240 billable hours (30days) incurred within the timeframe stipulated below, no more than 8 of which may be billed on any given day. Additionally, the consultant may work a maximum of five day per work week.
Location of Assignment:
This assignment is expected to take place in Hanoi, Vietnam.
Supervision:
The local consultant will report to the GHSC-PSM Health System Strengthening Manager in Vietnam.
