Duties

Serves as clerk in the Consulate mail and pouch room and is primary customer service to all mail requests via email and front counter assistance. Receives, disseminates, and dispatches diplomatic pouch, diplomatic post office (DPO) parcels, local mail, and international mail. Prepares diplomatic notes, employee passports, and various documents for shipment between the Consulate and other diplomatic missions and Vietnamese government offices. Acts as customer liaison for all postal matters within U.S. Mission Vietnam. Drives the mail truck and assists supervisor with expeditor functions at the airport for classified pouch exchanges. Assumes duties and responsibilities of Mailroom Supervisor in his/her absence.  

Qualifications and Evaluations

Requirements: EXPERIENCE:  At least two year work experience in a customer service position that requires record keeping and computer use.   JOB KNOWLEDGE:  Must be able to acquire thorough knowledge of State Department Pouch operations, airport air cargo operations and local customs regulations. Computer application experience and email usage is required. Education Requirements: Completion of secondary school (Grade 12) is required. Evaluations: This may be tested. LANGUAGE: Level III (Speaking/Reading/Writing) English and Level III (Speaking/Reading/Writing) Vietnamese is required.  Please clarify level of your English and Vietnamese language skill on your application. SKILLS AND ABILITIES:  Able to responsibly handle and document usage of cash fund of approximately $650 and blank purchase agreements and contracts in the per monthly amounts of: Fedex and OHL BPA- $1700-$2600, Pouch Contract - $1,400-1,700, Last Mile DPO Contract - $600-$1000. The position handles administrative aspects of the BPA into Ariba for monthly mail totals as well as pouch logistics.   Basic computer skills and working knowledge of Microsoft Office applications are necessary. Ability to lift 30 kg packages, operate various machines associated with mail handling operations (e.g. franking, scales and computer). Must possess a valid driver's license (A1 and B2 Categories) [please attached valid driver's licenses] allowing operation of the mail truck and/or other vehicles as assigned by motor pool. Benefits: Agency Benefits: Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Consulate General Ho Chi Minh City may receive a compensation package that may include health, separation, and other benefits. For EFMs, benefits should be discussed with the Human Resources Office. The pay plan is assigned at the time of the conditional offer letter by the HR Office.
