Accountabilities
1. General task for the two projects
- Collaboration with consortium members to develop M&E system of the program to be up and run.
- Responsible for leading M&E team of consortium to design tools for data collection and reports in line with donor’s requirement and donors.
- Provide training courses/guidance/guidelines, where needed, for consortium’s M&E team and program teams to reach a uniform understanding of factors and requirements of a good M&E system as well as learning and improvement of program quality.
- Provide technical support to project team in implementing the M&E plan as well as documentation lesson learned and good practices during the project’s implementation.
2. The standards and guidance for MER
a. Cooperation with the two project teams to promote and share knowledge based on the results of MER initiatives (Baseline, Final Evaluation).b. Provide support to project team to ensure the project’s results/data reflected in the Organization’s M&E system that is aligned the Organizations’ requirements.
c. Working with MERL Team Leader, to review and endorse TOR for any research-related work for the further review and approval; to participate and help recruit consultant for any consultancy work that is related to MERL;d. Simplify and clarity guidance and standards on Monitoring, Evaluation, Research and Learning
e. Strengthen output and process monitoring
- To develop guidance in a simple way for PUs to collect and update accurate data on the systems;
- To develop a mechanism to regularly track program outputs;
- To develop a system with simple and clear guidance for process monitoring;
3. Reporting
- To review all consultancy reports related to M&E for authorized person to approve;
- To review and monitor management responses and keep the management informed for action;
- Collaborate with project team to prepare and submit related reports following donor’s and organization’s reporting schedule, ensuring the quality of those reports.
- Be responsible for prepare the annual MERL report by using the donor’s template that including reporting the number of people reached and impacted from the project’s interventions.
4. Specific for the “Zurich Flood Resilience Alliance” project
- Be responsible for developing the MERL Framework and M&E plan for the next phase of the project
- Collaborate with the project’s Advocacy Officer to develop the indicator for influencing/ advocacy activities under the project
- Together with project coordinator, project officers for T-line studies in accordance with the donor’s requirements by using the FRMC/CRMC framework and portal....
Requirements
Essential
• It is required to have at least 3 years’ experience in M&E in development organisations • Demonstrated knowledge on research and evaluation, especially in theory and methodology • Good analytical skills • Ability to train others, ability to provide technical guidance and support to others • Good presentation skills • Ability to identify and plan work strategically and to work to deadlines • Willingness to continually improve and upgrade technical and computer knowledge • Excellent oral and written communication skills in English and Vietnam • Willingness to travel to the provinces and districts on a frequent basis
Desirable
• Knowledge and skills in Project and financial management • Experience in working in a multi-cultural organisation • Demonstrated competency in providing management level support • Experience supporting development activities in NGO context • Strong understanding of evidence-based programming • Knowledge of development work, including program logic, theory of change, and community empowerment
