Grade: P4 Contractual Arrangement: Fixed-term appointment Contract duration: 2 years Job Posting: Mar 6, 2020, 2:58:14 PM Closing Date: Mar 27, 2020, 5:59:00 AM Primary Location: Viet Nam-Hanoi Organization: WP_VNM Viet Nam Schedule: Full-time   IMPORTANT NOTICE: Please note that the deadline for receipt of applications indicated above reflects your personal device's system settings.   OBJECTIVES OF THE PROGRAMME Malaria, other Vectorborne and Parasitic Diseases (MVP) To expand the implementation of the Malaria, other Vectorborne and Parasitic Diseases strategy and strengthen disease control by: applying effective strategies and policies, including those related to co-infection and multidrug resistance; increasing the involvement of communities, health-care providers, nongovernmental organizations and corporate partners, through increased country support and strong partnerships; and to strengthen surveillance, monitoring and evaluation.   DESCRIPTION OF DUTIES Under the supervision of the Head of WHO Country Office, Viet Nam, and guidance of the Director, Communicable Diseases, the incumbent is expected to perform the following tasks: 1. Provide technical and coordination support to the MME initiative in Viet Nam to achieve high quality implementation and coverage. 2. Collaborate with the Viet Nam national malaria control programme and other stakeholders and provide technical support and leadership in the planning, organization, capacity development, implementation of surveillance, and monitoring and evaluation of the malaria control and elimination programme, guided by the national strategy and existing regional and global WHO resolutions and guidelines. 3. Provide technical support to the high quality monitoring of the therapeutic efficacy of antimalarial medicines as well as insecticide resistance monitoring, including protocol development, approval by relevant ethical committees, capacity development, field supervision, data management, reporting, dissemination, and promoting the use of these data for programme decisions. 4. Collaborate with relevant authorities in research priority setting, protocol development, ethical approval, implementation of field research, reporting, dissemination and use of results. 5. As part of the regional initiative, participate in regional activities and closely coordinate with the MME Partnership Coordinator based in the WHO Country Office in Cambodia, and the various components of the programme. 6. Actively engage in resource mobilization, advocacy, partnerships as well as interprogrammatic and intersectoral collaboration, and contribute to the enhanced visibility of the programme. 7. Bring to the attention of WHO, government, and cooperating agencies issues affecting (both positively and negatively) the achievement of programme objectives, and provide constructive recommendations. 8. Participate in meetings, project assessments, internal and external evaluation missions and other appraisals as needed, and prepare relevant technical documents and reports. 9. Carry out related duties as required or assigned by supervisors.   REQUIRED QUALIFICATIONS Education Essential: A bachelor degree in medicine from a recognized university with a postgraduate degree (master's degree or above) in relevant areas including public health, tropical medicine, or medical epidemiology. Desirable: Training in communicable diseases surveillance or evaluation techniques. Experience Essential: Minimum of seven years of relevant work experience in public health at national and international level including three years of work experience in malaria control. Desirable: Work experience in malaria control at a developing country in Asia. Work experience with the Global Fund to fight AIDS, Tuberculosis and Malaria. Work experience in monitoring and evaluation of public health programme/s in a United Nations agency. Work experience in operational field research in public health. Skills -Expertise and knowledge in the prevention, control of communicable diseases including malaria. -Skills in planning, training, monitoring, and evaluation. -Knowledge in research and field studies. -Ability to work in multicultural teams and within other cultures. -Good communication and interpersonal skills. -Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds, and maintain a high standard of personal conduct.   WHO Competencies

Essential: Expert knowledge of written and spoken English. Desirable: Intermediate knowledge of other UN languages. REMUNERATION WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 73,516 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1342 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.   ADDITIONAL INFORMATION
