  Alinea International Canada provides management and technical expertise to developing and transitional country partners on projects that promote sustainable growth and meaningful opportunities for people to improve their lives. Over the past 30 years, Alinea has managed and implemented more than 350 projects and assignments in dozens of countries worldwide.   Alinea is currently recruiting a Monitoring, Evaluation and Learning Specialist (MEL) for the Safe Food for Growth project (SAFEGRO). The objective of the project is to improve the performance of national and sub-national governments in enforcing food safety regulations; to increase competitiveness of Vietnamese agri-food products domestically and internationally; and to increase consumer demand for safe agri-food in Vietnam. The project will operate across the agri-food value chain by engaging and building the capacity of three main target groups: the public sector (enabling environment), the private sector (supply side), and the consumer (demand side).   In partnership with the University of Guelph (Canada), Alinea International works with national and regional governments to enforce food safety regulations, private sector suppliers to increase the competitiveness of Vietnamese food products domestically and internationally, and consumers to improve demand for safe food in Vietnam. Key partners on this project include The Ministry of Agriculture Rural Development (MARD), the Ministry of Industry and Trade (MOIT), the Ministry of Health (MOH), the Canadian Food Inspection Agency, Global Food Safety Initiative and other Vietnamese Academic Institutes.   Job Summary:   The local MEL specialist will manage and implement the project measurement framework including establishment and validation of appropriate performance measurements against which to track progress and evaluate results, based on GAC's Results-based Management policy, guidelines and practices. The MEL specialist will also be responsible for operationalizing the PMF by co-developing data collection tools, using appropriate methodologies, and support in analysis and reporting of both outputs and outcomes through the semi-annual progress reports and other reporting requirements.   The MEL specialist will provide solutions when problems are detected and will report to management problems that may affect the achievement of the project outcomes. The MEL specialist will work closely with MARD as lead Ministry, MOH, MOIT and other stakeholders to ensure that all are aware of M&E processes and sensitive to results and indicators.   Requirements:

• Ensure integration of monitoring, evaluation and learning (MEL) in project design through the development and use of gender-sensitive monitoring and evaluation approaches, and results-based management tools (i.e. Logic Model, Performance Measurement Framework, Risk Register, etc.);
• Assist the project to adopt and adapt measurement indicators specific to food safety practices, behaviors and outcomes;
• Provide remote and on-site technical support, where required;
• Participate in the development and implementation of baseline and final surveys and studies;
• Support M&E strategy development and work planning;
• Support M&E system establishment, data management plans and coaching of field based staff;
• Recruitment and training of any enumerators required for data collection of studies, if relevant
• Oversee and participate collaboratively in the development and implementation of programming in accordance with MEL strategies, including work planning, data collection, data verification and analysis, reporting, data interpretation and capturing lessons learned/best practices;
• Prepare and provide program budget for MEL activities;
• To carry out an individual, department and systems based monitoring, evaluation and learning needs assessment which will inform direct technical M&E support as required and based on needs and priorities of key ministries;
• To provide technical support and coaching/mentoring on results-based management (RBM) for project partners and the operationalization of the PMF through best practices in M&E
• Develop M&E tool kit for team for the collection, analysis and reporting of data and PMF indicators; and
• Facilitation of review of results and data interpretation to inform learning and adaptation.

  Qualifications and experiences The MEL specialist must have the following minimum qualifications and experience for this position:

• Undergraduate degree (i.e. University bachelor's degree) in a relevant discipline such as: Project management, sociology, agricultural production, agricultural economics, marketing, finance or business administration;
• Proficiency in English (oral, reading and writing);
• 60 months of professional experience in business administration of the various components of the food production and distribution value chain at an operational level (such as working for or directly with private industry); and
• At least 5 years’ experience in establishing and managing M&E systems on similar projects.

  Note: Preference should be given to MELS candidates who possess knowledge of theGAC RBM guidelines and M&E process and/or experience in the agriculture or agri-food sector.   Compensation Alinea offers competitive salaries and an excellent benefits package. Dự án sẽ hoạt động trên toàn bộ chuỗi giá trị nông sản thực phẩm bằng cách thu hút và nâng cao năng lực của ba nhóm đối tượng chính: khu vực công (tạo môi trường thuận lợi), khu vực tư nhân (bên cung) và người tiêu dùng (bên cầu).   Cùng hợp tác với Trường Đại học Guelph (Canada), Alinea International làm việc với các cơ quan chính quyền ở trung ương và địa phương tăng cường thực thi luật pháp về ATTP, làm việc với các nhà cung cấp, kinh doanh để nâng cao tính cạnh tranh của các nông sản thực phẩm ở trong nước và quốc tế, và làm việc với người tiêu dùng để đẩy mạnh nhu cầu về thực phẩm an toàn ở Việt Nam. Các đối tác chính của dự án này là Bộ Nông nghiệp và Phát triển Nông thôn (Bộ NN&PTNT), Bộ Công Thương (Bộ CT), Bộ Y tế, Cơ quan thanh tra thực phẩm Canada (CFIA), và các học viện, viện nghiên cứu của Việt Nam.   Tóm tắt công việc   Chuyên gia Chuyên gia về giám sát đánh giá và học tập (MEL) quản lý và thực hiện khung đo lường hiệu quả thực hiện dự án (PMF) bao gồm cả xây dựng và nâng cấp các phép đo thực hiện dự án trên cơ sở theo dõi tiến độ và đánh giá kết quả theo chính sách quản lý dựa trên kết quả, các hướng dẫn và thực hành RBM của GAC. Chuyên gia MEL cũng sẽ chịu trách nhiệm cho việc thực hiện, vận hành khung PMF thông qua việc cùng xây dựng bộ công cụ thu thập dữ liệu, sử dụng các phương pháp thích hợp, và hỗ trợ phân tích, báo cáo cả các đầu ra và kết quả dài hạn thông qua các báo cáo tiến độ nửa năm và các báo cáo khác theo yêu cầu.   Chuyên gia MEL đưa ra được các giải pháp khi phát hiện có vấn đề và sẽ báo cáo cho cấp quản lý về vấn đề có thể ảnh hưởng tới việc đạt được kết quả dài hạn của dự án. Chuyên gia MEL sẽ làm việc mật thiết với Bộ NN&PTNT chủ quản, Bộ Y tế, Bộ Công Thương và các bên có liên quan khác để bảo đảm tất cả các bên nhận biết về quy trình M&E và cảm nhận được về các kết quả và chỉ số.   Trách nhiệm cụ thể

• Bảo đảm sự lồng ghép giám sát, đánh giá và học tập (MEL) vào trong thiết kế dự án, thông qua việc xây dựng và sử dụng các phương pháp giám sát đánh giá nhạy cảm giới, các công cụ quản lý dựa trên chuỗi kết quả (Ví dụ: Khung logic, Khung đo lường hiệu quả thực hiện, Bảng đăng ký nguy cơ …);

• Hỗ trợ dự án trong việc tuân thủ và thích ứng với các chỉ số đo lường cụ thể cho thực hành, hành vi và kết quả dài hạn của ATTP;
• Cung cấp các hỗ trợ kỹ thuật từ xa và trực tuyến, khi cần thiết;
• Tham dự vào việc xây dựng và thực hiện các điều tra đánh giá cơ bản ban đầu, điều tra cuối kỳ;
• Hỗ trợ xây dựng chiến lược M&E, kế hoạch thực hiện chiến lược;
• Hỗ trợ thành lập hệ thống M&E, các kế hoạch quản lý dữ liệu và hướng dẫn cho cán bộ thực địa;

• Tuyển và đào tạo người vào số liệu, nếu cần cho điều tra thu thập dữ liệu;
• Giám sát và tham dự vào việc xây dựng và thực hiện các chương trình phù hợp với chiến lược MEL, bao gồm cả kế hoạch thực hiện, thu thập dữ liệu, rà soát và phân tích dữ liệu, báo cáo, giải thích dữ liệu và nắm bắt các bài học/ thực hành tốt;
• Chuẩn bị và cung cấp ngân sách cho các hoạt động MEL
• Tiến hành giám sát, đánh giá cá nhân, bộ phận hoặc hệ thống cũng như đánh giá nhu cầu học tập để thông báo cho Chuyên gia M&E trực tiếp theo yêu cần và dựa trên nhu cầu cũng như ưu tiên của các bộ chủ chốt;
• Cung cấp hỗ trợ kỹ thuật và hướng dẫn về quản lý dựa trên chuỗi kết quả (RBM) cho các đối tác dự án và vận hành Khung quản lý kết quả dự án (PMF) theo các thực hành tốt trong M&E;
• Xây dựng bộ công cụ M&E cho nhóm để thu thập, phân tích và báo cáo về dữ liệu và các chỉ số PMF; và
• Thúc đẩy các xem xét về kết quả và giải thích dữ liệu để rút ra bài học và điều chỉnh.

  Yêu cầu

• Bằng ĐH các chuyên ngành liên quan đến quản lý dự án, xã hội học, nông nghiệp, kinh tế nông nghiệp, marketing, tài chính hoặc quản trị kinh doanh;
• Phải sử dụng thành thạo kỹ năng viết, đọc và giao tiếp làm việc bằng tiếng Anh;
• Có hơn 60 tháng kinh nghiệm chuyên môn trong quản trị kinh doanh của hàng loạt các hợp phần trong chuỗi giá trị sản xuất và phân phối thực phẩm, ở cấp độ vận hành thực hiện (ví dụ làm việc cho hoặc trực tiếp với doanh nghiệp tư nhân); và
• Ít nhất có 5 năm kinh nghiệm trong việc thành lập và quản lý hệ thống M&E trong các dự án tương tự.
