JOB ANNOUNCEMENT

Job Summary

A. Roles

Monitoring, Evaluation and Learning (MEL) Specialist will serve as a key technical staff supporting the award in monitoring, evaluation and reporting the quality, relevance, and impact of activities under a program funded by USAID which focus on supporting services and policies for people with disabilities. Under the leadership of Chief of Party (COP), the M&E Specialist will help monitor the award performance in accordance with the terms of the award.

This position will report directly to COP. MEL Specialist will play an important role in helping the award to ensure the timely and accurate collection of critical program data and the routine application of data to continuous quality improvement of activities in intervened areas. MEL Specialist also supports to disseminate key achievements, enhance sustainable local ownership over the course of this award.

B. Main duties
The main duties of MEL Specialist include:
  • Support COP in design, development and implementation of an MEL Plan
  • Provide technical support to sub- contractors/grantees in implementing MEL plan;
  • Facilitates the coordination and support the timely and accurate collection to ensure the quality of MEL related data to be collected throughout the program implementation;
  • Utilize the Collaborative, Learning and Adapting (CLA) approach on a regular basis to continually assess program progress and inform program management decisionmaking;
  • Provide support to performance evaluation process (if any) in collaboration with USAID and the independent evaluation team;
  • Participate in the preparation and facilitation of informational meetings with program’s partners;
  • Manage a MEL database, analyze and visualize data, disseminate findings, and support technical teams to prepare periodic technical reports required by donor agency.
  • Performs other relevant duties as requested.

D. Requirements
  • Graduated from recognized universities. Holding graduate degree is an asset
  • Three years or more of specific experience in MEL with development projects (or five years of experience in managing development programs)
  • Background in public health and experiences with disability projects preferred, but not required.
