Context:

The overall supervision of the Head of Office in HCMC, and direct supervision of the Chief Migration Health Officer, the incumbent will be responsible for performing and/or assist the Chief Migration Health Officer in medical screening activities in Viet Nam according to organizational, national and international standards and guidelines, which includes:

Core Functions / Responsibilities:

  • Perform migration health assessment and complete the related medical documentation of migrants selected for resettlement or travel in accordance with the resettlement or destination country’s medical examination guidelines and protocols for immigrants and the IOM migration health assessment guidelines;
  • Assist the Chief Medical Officer in providing technical supervision and monitoring of the IOM medical staff to ensure that the following activities are performed in accordance with the technical requirements of the resettlement or destination countries;
  • Medical case registration;
  • Medical treatment, including treatment of syphilis and tuberculosis, HIV/AIDS and TB counseling and follow up programs;
  • Data processing and management;
  • Pre-departure treatment;
  • Pre-embarkation medical examination of departing refugees;
  • Provide assistance in  the treatment of migrants traveling under the auspices of the Organization and identified through MHA with conditions requiring short or medium term follow-up prior to departure;
  • Contribute to the analysis and technical elaboration of data gathered from the migration health assessment;
  • Assist the Chief Medical Officer in coordinating with the local and the national health authorities, physicians, hospitals and laboratories as needed;
  • Assist in the preparation, design, analysis and implementation of research and program activities related to migration health, such as reproductive health, emerging diseases, tuberculosis and sexually transmitted infections;
  • Provide support for the migration health component of IOM programs in Viet Nam;
  • Perform migration health assessment in other areas of the region, as needed;
  • Undertake medical escorting of sick migrants to various destinations when required and when appointed by the Chief Medical Officer;
  • Conduct evaluations of medical evacuation cases as required;
  • Assist the Chief Medical Officer in liaising with IOM Operations and/or relevant IOM offices for implementation and facilitation of health-related MHD activities;
  • Ensure that excellent service-oriented and professional relationship with IOM migrants is maintained at all times;
  • Perform any other related duties that may be assigned by the supervisors.

Required Qualifications and Experience

  • University degree in the above fields with two years of relevant professional experience.
  • Valid license to practice within country is mandatory;
  • Experience in immigration medical screening or international public health preferred;
  • Computer literate, excellent communication, capacity for independent work.

Languages

  • Fluency in English and Vietnamese is required.

Other

  • Appointment will be subject to certification that the candidate is medically fit for appointment and verification of residency, visa and authorizations by the concerned Government, where applicable.
  • Only candidates residing in the country will be considered. A prerequisite for taking up the position is legal residency and work permit, as applicable.
