Monitoring and Evaluation Officer (SPIR)


Job Description:

  • Position Title: Monitoring and Evaluation Officer
  • Grade: Junior Program
  • Position Duration: 01 Year with possibility of extension based on performance and funding
  • Duty Station: Hanoi frequent travel to project locations
  • Reports To: Program Development Officer (PDO)

Job Summary:

The Monitoring and Evaluation (M&E) Officer reports to the Program Development Officer (PDO) and will work closely with Program Managers, Project Coordinators and the Senior Programs Manager. The Monitoring and Evaluation Officer will be based in Hanoi with a frequent travel to project sites and other locations as needed.

Background:

Samaritan’s Purse is a Christian humanitarian organization providing aid to hurting people around the world. With a sustainable history working in Vietnam, Samaritan’s Purse has developed strong relationships with partners to conduct projects in 6 sectors: health, WASH, education, protection, livelihood and relief. Samaritan’s Purse in Vietnam’s projects are being implemented in Hanoi, Quang Nam, the central province of Vietnam, Tra Vinh, the south of Vietnam and across the northern provinces of Lao Cai, Yen Bai and Lai Chau where the majority of people are from ethnic minority groups, often the most vulnerable or marginalized sections of the population.

Key Responsibilities:

  • Collaborate with the PDO, SPM and Programs staff to support the development of logical frameworks, result and activity targets as well as monthly reporting templates. (10%)
  • Collaborate with the PDO, SPM and Programs staff to develop beneficiary and community selection criteria, baseline and final evaluation questionnaires and quarterly monitoring plans. (15%)
  • Travel to project area and conduct qualitative and quantitative surveys, cleaning and analysis of data collected and produce result reports. (20%)
  • Verify and validate monthly Platform reports. (20%)
  • Through site visits monitor all program activities, gather lessons learned and impact stories throughout the program implementation and submit quarterly field reports. (10%)
  • Maintain a central database, managed by the PDO to capture relevant project information (including location, beneficiaries, etc.) for past, present and future projects. Ensure that database is regularly updated with the most recent/relevant information. (5%)
  • Assist in capacity building of staff in areas related to M&E, including conducting trainings, workshops and provide one-on-one support as needed. (5%)
  • Provide M&E technical support and guidance to Program Managers. (5%)
  • Ensure information dissemination and coordination between Program Managers, PDO and other staff around data, lessons learned, progress, reports, etc. (5%)
  • Ensure accurate reports are submitted by the SPV office to IHQ, government stakeholders and donors through reliable verification of data. (5%)
  • Assist with other tasks as needed.

Technical Qualifications Needed:

  • Excellent problem solving, creativity and critical thinking skills
  • Fluency in English and Vietnamese-written and spoken. Excellent communication skills.
  • A strong team player, adept at creating a motivated team spirit.
  • Ability to coordinate activities with other departments while building positive working relationships.
  • Willingness to travel in and out of field
  • Good interpersonal, written and verbal, communication skills
  • Excellent organizational and time management skills
  • Proficient in Microsoft Office programs and have strong mathematical, analytical, and reasoning abilities
  • Experience in development of logical framework, monitoring and evaluation tools, database management, capacity-building and/or program support
  • Good working knowledge in qualitative and quantitative statistical analytical software.
  • Compliance with SPL mission and below core values and competencies.

Education/Experience Required:

  • Degree in social sciences, economics, statistics or other relevant field of study
  • Experience in monitoring and evaluation of humanitarian projects
  • Experience in data analysis and report writing
  • Management and capacity building experience of national staff in NGO programming (preferred).
Samaritan's Purse in Vietnam is a Christian nonprofit organization. Candidates having working experience in a similar kind of organization will be an advantage.
