Project Background
The Vietnam Urban Energy Security (VUES) is a 4-year, USAID funded activity that addresses the problems of growing energy demand and air pollution from large coal projects and current urban energy practices in Vietnam. The activity supports cities to take advantage of 1) the technological advancements and cost reductions of advanced, distributed energy solutions such as rooftop solar, battery storage, and demand response; 2) cleaner forms of transport; 3) energy efficiency and modern energy technologies for municipal services (such as LED street lighting, super-efficient air conditioners, etc.); and 4) business opportunities for local entrepreneurs in deploying distributed energy systems and services.
The specific objectives of this activity are to assist Vietnamese cities to:
- Improve enabling policies, regulations, and city-level plans/programs for the deployment of resilient, distributed energy services;
- Mobilize public and private sector investment for the deployment of advanced, distributed energy systems;
- Increase adoption of innovative technologies, practices, business and financing models for advanced, distributed urban energy solutions.
Position Overview
The MEL Manager will design and implement the program’s monitoring, evaluation and learning strategy, systems, and procedures, including the collection and analysis of monitoring data. The MEL Manager will participate in the development of overall activity strategy and approaches within the context of VUES objectives.
Responsibilities
- Oversee the VUES MEL system, including overseeing baseline data collection, analysis, reporting, and dissemination of lessons learned to Tayar stakeholders
- Lead the design and implementation of the VUES Monitoring, Evaluation and Learning (MEL) Plan and ensure indicators, evaluation methodology and data collection systems are appropriate and practical
- Lead the development of qualitative and quantitative monitoring indicators and methods for collecting associated data
- Lead the design, contracting (as necessary) and implementation of monitoring surveys and research
- Ensure that monitoring data are collected and entered into the Activity database for all relevant VUES-funded activities
- Contribute to baseline and end data collection and analysis reports
- Responsible for linking adaptive management learning with M&E data in a continuous feedback loop through quarterly strategy reviews and after activity reviews
- Supervise the Monitoring Evaluation & Learning Assistant
- Other duties as assigned by the Chief of Party
Qualifications
- 6 years of experience in donor-funded projects in Vietnam, 3 of which are in management positions.
- 8 years of experience designing, monitoring, and evaluating international programs, and/or conducting applied research including using rigorous surveys, studies, and analyses.
- Knowledge of and/or experience with USAID results frameworks, M&E plans, and program evaluation including collaboration and learning.
- Demonstrated experience designing and conducting data quality assessments and data audits
- Experience conducting knowledge management and dissemination activities on similar programs
- An energetic, forward-thinking and creative individual with high ethical standards and appropriate professional image
- An extremely well organized and self-directed individual with sound technical skills, analytical ability, good judgment, and strong operational focus
- Fluency in Vietnamese; Fluency in English a plus
- Demonstrated report writing skills in English is required.
Level of Effort, Location and Reporting
This is a full time position. The employment contract will be on a yearly basis, with possible extensions until the close of the project. The Monitoring, Evaluation and Learning Manager will report to the Chief of Party. The position is based in Hanoi.
