JOB DESCRIPTION
Under the overall leadership of the Team Leader, the MEL Assistant will be responsible for the following activities:
  • Support MEL officers in implementing established MEL frameworks and data collection to ensure data sufficiency and compliance with donor and SNV standards.
  • Collaborate with project staff and government partners to conduct MEL activities in compliance with planning, monitoring, and quality assurance standards.
  • Assist the MEL team with periodic field monitoring to track project progress and collect, process, and analyse data on results, targets, milestones, performance, and changes throughout the project lifecycle.
  • Assist in data audits, aggregation, and analysis of relevant data to produce MEL reports for periodic monitoring, review, and evaluation of project activities.
  • Support MEL Officers in updating project records (results and milestones) following TRVC’s Work Plan and Deliverables.
  • Support the involvement of primary stakeholders in the MEL process to ensure comprehensive data collection and reporting.
  • Contribute to project learning and reflection
  • Other tasks as required.
QUALIFICATIONS
  • Bachelor’s degree in a relevant field such as Development, Sociology, Economics or related field.
  • Minimum of 2 years’ experience in development sector (NGOs, CSO), preferably in research and or monitoring, evaluation and learning.
  • Ability to work effectively in a team and with diverse stakeholders.
  • Proficiency in Microsoft Office and data analysis software e.g. logalto
  • Very good communication and interpersonal skills.
  • Very good written and spoken English and Vietnamese
  • Willingness to travel regularly to project sites
  • Excellent attention to detail
ADDITIONAL INFORMATION
  • CONTRACT DURATION: 1 year contract with the option of extension based on performance and budget availability.
  • CONTRACT TYPE: SNV National Staff Contract
  • REPORTING: the position will report to a Project MEL officer, or assigned by the Team Leader, with close coordination with other  Project’s MEL officers, the Team Leader, global PME advisors and other project team members.
  • DESIRED START DATE: ASAP
  • DUTY STATION: Hanoi office with frequent travel to field sites and potentially other field locations
