BACKGROUND

The MEL officer is responsible for a successful implementation of the project “Collective Action for Clean Air” (CAfCA). S/he shall contribute to achieve project’s goals and objectives, supporting the learning process for the organization and project team to develop, implement the project efficiently and effectively.

JOB SUMMARY
The MEL officer facilitates the process of capturing, analyzing and sharing project information so that the organization can effectively use knowledge to make evidence-based decisions, improve and replicate programs, and share results and lessons learned among implementing partners and external stakeholders. The MEL officer will be in charge of applying the approved project Planning, Monitoring and Evaluation and Learning (MEL) framework, and overseeing the MEL activities throughout project life in synergy with the development and application of organization MEL system. The MEL officer will undertake program monitoring and reporting over the life of the project against: (i) The MEL Results Framework & Indicator Targets (quarterly); and (ii) The Implementation Plan and Report (quarterly), in compliance with Live&Learn and USAID requirements.
S/He will develop and manage a learning/knowledge management plan that uses evidence to adapt projects to improve performance with a documentation process for successes and/or failures of ongoing processes and regular project reviews to assess performance and make adjustments. So that the project’s know-how, information and experience is shared inside and (as appropriate) outside the organization with partners and stakeholders.
KEY RESPONSIBILITIES:
- Run a monitoring, evaluation and learning framework for the project.
- Provide guidance and capacity building for project officers and selected partners on issues related to M&E. Support colleagues to embed MEL systems and processes in their work as well as gather evidence, encourage best practice and share learning to improve effectiveness.
- Facilitate monitoring and evaluation activities, including baselines, end-line, developing key indicators and overseeing MEL activities throughout project life, data collection and stakeholder reporting.
- Check the progress and results relating to the project implementation with colleagues and partners, and shall inform or issue a remind note when there is a delay or a failure/ potential failure.
- Develop the standard procedures and made necessary adjustments and update to ensure that data is gathered in a technically sound manner, is consistent and can be compared throughout the project life.
- Collect evidences of results (quantitative and qualitative) relating to project activities, output, outcomes and impacts from technical staff and partners to update the system and perform analysis
- Analyze and visualize data, disseminate findings, and support technical teams to prepare periodic technical reports required by donor agencies
- Coordinate internal review or internal evaluation of progress towards achieving the project objectives annually and anytime (if needed)
- Prepare the M&E report every quarter and year according the requirement of USAID and Live&Learn.
- Advise on and support project evaluations formulated within a framework that demonstrates evidence based best practice whilst identifying outcomes and impact.
- Performs other relevant duties as requested.
REQUIREMENTS:
• Bachelor/Master Degree in Community Development, Monitoring and Evaluation and any other social science degree programmes.
• Demonstrable Monitoring, Evaluation and Learning skills, including the ability to analyse research and evaluation findings and other information for internal consumption, donor reports and the benefit of governments and practitioners
• Experience of the establishment of an MEL framework for a complex programme.
• Familiarity with programme cycle management approaches and tools – including participatory planning, monitoring and evaluation of development programmes
• Excellent communication and influencing skills
• Experience working with NGOs, USAID-funded projects
• Good command of English
