Monitoring, Evaluation, Learning and Data Officer


  1. BACKGROUND

In support of Vietnam’s efforts to address environmental pollution challenges, the five-year USAID Reducing Pollution Activity fosters locally-driven initiatives and facilitates capacity for local actors/networks to address environmental pollution challenges using a collective impact approach. Collective impact addresses complex challenges by mobilizing diverse actors to collaborate, identify ways to solve a shared problem, and take action based on their roles and comparative advantages. The Activity demonstrates clear connections between environmental benefits and other social benefits, including public health, employment, and sustainable economic growth.

Through this Activity, USAID expects to attain the following results:

  • Strengthened networks of local organizations, government, private sector, and academic institutions working together to prevent, mitigate, and/or reduce environmental pollution; and
  • Increased capacity of stakeholders to generate, share, and use pollution data to support policy/implementation solutions for locally-determined environmental pollution challenges.

2. POSITION DESCRIPTION

The Monitoring, Evaluation, Learning (MEL) and Data Officer will work with the Team Leader for Learning and Innovation to ensure that Reducing Pollution Activity monitoring, reporting, and evaluation tasks are complete and in compliance with donor and Winrock requirements. This includes the following: updating the Activity Monitoring, Evaluation, and Learning Plan (AMELP), supporting backbone organizations and other local actors to establish data systems and promoting shared data management related to pollution challenges. The project also has a MEL Officer who will support the assigned backbone organizations. Job responsibilities will be split between this position and the MEL Officer role.

The successful candidate will be based in Hanoi, with periodic travel to the project’s target sites as required for project activities.

3. RESPONSIBILITIES

• Data Collection, Management & Reporting

o Provide training and support to build the capacity of staff, backbone organizations, and sub-grantees to increase their capacity in data collection and data management.

o Assist in the design and collection of survey data engaging backbone organizations and local partners in the use of mobile tools including Survey123 and KoboTools.

o Work closely with assigned backbone organizations, sub-grantees, and technical staff to ensure data is collected on time for USAID reporting.

o Verify collected data, analyze data and prepare data reports with associated visualizations/dashboards.

o Assist in conducting internal data quality assessments (DQA) of project data.

o Maintain the project database and supporting documents.

o Develop a Social Network Analysis map of Collective Impact Initiative (CII) participants.

o Work with technical staff and other stakeholders to ensure quality data is entered in DIS to inform evidence-based decision-making and enable smooth reporting across activities and geographies.

o Engage Winrock’s home office Management Information System (MIS) team to define the overall vision for the project’s MIS including data entry forms, data requirements (for indicators, disaggregates, etc.), user lists/accessibility, data visualization, and reporting needs.

• Project MEL Efforts for assigned backbone organization(s)

o Support the Team Leader for Learning and Innovation to update the AMELP, develop/test data collection forms and guidelines, document project indicators, and train project staff, as needed.

o Co-facilitate regular learning events, such as Pause & Reflect workshops for the project team, backbone organizations, sub-grantees, and key collaborators.

o Support technical staff to review project progress vs. indicator targets and support in work plan revisions to achieve established targets.

o Contribute to USAID quarterly and annual reports, work plans and other key deliverables, as requested.

• Other

o Travel domestically to support backbone organizations and project sub-grantees.

o Participate in periodic meetings with Winrock headquarters to discuss DIS, MIS development and sharing across projects.

o Participate in USAID workshops, training, and other relevant networking events to improve skills and share project experiences.

4. REQUIRED QUALIFICATIONS AND EXPERIENCE

  • Bachelor/University degree in social science, data science, natural resource management, environmental science, economics, statistics, or related field.
  • At least four years of experience working on donor-funded projects in the area of monitoring, evaluation and learning.
  • Experience conducting training for community groups and/or local NGOs is an advantage.
  • Familiarity with USAID’s MEL policies, Collaborating, Learning, and Adapting (CLA) framework, tools and approaches is a plus.
  • Understanding of environmental issues, and experience working on environmental projects is an advantage.
  • Experience with data collection tools (Survey123, KoBoToolBox, etc.) and information management systems. Familiarity with software such as MS Excel, SPSS, NVIVO, or other similar programs.
  • Strong interpersonal skills and ability to work well in a team setting.
  • Creativity and enthusiasm to tackle new challenges.
  • Strong English speaking and writing skills are required.
  • Able and willing to travel periodically to the field.

5. SUPERVISOR

The MEL Data Officer reports to the Team Leader for Learning and Innovation.
