Monitoring, Evaluation & Learning Sr. Assistant, NLR Project


GGGI, in collaboration with Indian Institute of Forest Management (IIFM), is implementing a 4-year project called Narmada Landscape Restoration Project (NLRP) in Khargone district of Madhya Pradesh. The project is being supported by United States Agency for International Development (USAID) and NTPC Ltd. NLRP will demonstrate the interdependency of upstream sustainable forest and farm practices on downstream water resources. Through demonstration in Barwaha block, Khargone district, the project aims to establish an incentivization mechanism that can continue to support the forest and farm communities around Narmada to maintain sustainable landscape practices that will positively impact the water quality and quantity in Narmada tributaries. The project activities are linked to supply of water to Indore Municipality from Jalud and therefore requires strong working relationship with Indore Municipal Corporation (IMC) and Government of Madhya Pradesh. NLRP activities will be implemented in two distinct zones, one dominated by forest and the other by agriculture landscape, and field-level execution will be carried out with support from selected local organizations.  
GGGI seeks to hire a Senior Monitoring, Evaluation & Learning (MEL) Assistant to support the NLRP in project management, monitoring, evaluation and learning. S/he will ensure the appropriate design, development and implementation of the monitoring, evaluation and learning framework and support a development and deployment of project Management Information System (MIS) to effectively achieve the results defined in the agreement and ensure timely reporting to the various resource partners and implementing agencies. S/he will provide on-site monitoring, oversight, and accountability of program activities and will provide mentoring and training assistance/services to data collectors, project staff as well as the executing agencies. This position reports to the Senior Officer (Chief of Party (CoP)) and supports her/him in monitoring, reporting and learning. GGGI is looking for a 3-year staff engagement for this position. PURPOSE The MEL Senior assistant will be a key person to monitor and report on the NLRP activities, outputs, outcomes, and impact. S/He will ensure high-quality monitoring using latest technology and tools, training and hand holding, field demonstrations, back checking, and evaluation for learning and mid-course corrections. The Senior Assistant shall be responsible for the following tasks and duties:
  • Support the development of MEL framework defining the indicators, methods of data collection, frequency, tools and equipment and sampling sites as per the project scope and impact.
  • Support the development, deployment, and training of Project MIS in coordination with contractors and executing agencies.
  • Support the generation of reports, graphics, maps, and other visual tools/aids that support program activities and results
  • Support the Senior Officer (Chief of Party (COP)) with reporting to resource and implementation partners, stakeholder, and key project committees on the project’s activities and results.
  • Ensure that data from field-based activities are integrated with the established project database in a timely, effective, and efficient process, and are accurate, correct, and reliable.
  • Support enumerators for qualitative and quantitative data collection during baseline, project evaluation and conduct routine spot checks for data accuracy from program beneficiaries, executing agencies and other sources during execution.
  • Support in using project learnings for development DPR for accessing Results Based Payment, project evaluation and scheme design reports.
ENGAGEMENT
  • Inform stakeholders with data reporting through adequate support, training, and demonstration to project staff, executing agencies and data enumerators.
  • Maintain relationships with executing agencies, national and sub-national government officials and institutions as delegated by the COP.
  • Maintain strong working relationship with GGGI HQ team for project related technical support.
DELIVERY
  • Organize the baseline survey data collection and reporting and assist in development of Project MEL Framework.
  • Support Project MIS in collaboration with external consultants/agencies.
  • Provide project progress reports as per the agreed formats and separately for resource partners, Project Appraisal and Steering Committee.
  • Prepares presentations, lessons learned, and other communications products as needed.
  • Execute the Project Evaluation exercise for learnings and development of DPR for accessing Results Based Payments and scheme design.
REQUIREMENTS QUALIFICATIONS
  • Postgraduate in a relevant field, such as research, monitoring, computer application, monitoring, or other related discipline.
  • Minimum of 3 years’ relevant professional experience in project management, including MIS, monitoring tools, data collection.
  • Strong communication and interpersonal skills, ability to work with all levels and functions within an organization.
  • Strong computer skills. Proficient in Microsoft Office package, especially Excel, Outlook, PowerPoint, SharePoint, and Word.
  • Sound English language capability (written and spoken), and fluency in Hindi is required;
