The Partnership for Health Advancement in Vietnam (HAIVN) is a project of Beth Israel Deaconess Medical Center (BIDMC) with Brigham and Women’s Hospital and Harvard Medical School. Through a cooperative agreement with the US Centers for Disease Control and Prevention (US CDC), our team brings clinical and technical backgrounds to expand, standardize, and integrate the Vietnam National HIV program at the national level. We collaborate with the Vietnam Administration for HIV/AIDS Control (VAAC) and provincial Departments of Health to build the capacity of health workers in HIV prevention and treatment and improve the quality of care provided to people living with HIV. Our work supports the goal of ending AIDS by 2030.
HAIVN works in multiple arenas of the Vietnam healthcare system: we have been involved with the response to the HIV epidemic; we have aided medical education curricular reform for both undergraduate and graduate programs at ten Universities; and we have projects in Hepatitis C treatment as well as implementation of effective Infection Prevention and Control programs at hospitals. Our HIV team is now in its 20th year and is active across multiple provinces, providing clinical technical expertise to health care workers as well as strengthening the HIV care system through a robust Quality Improvement (QI) approach.

Monitoring & Evaluation (M&E) Officer

HAIVN is seeking a Monitoring & Evaluation Officer, based in Hanoi. The M&E officer will be responsible for supporting M&E as well as research activities across all HAIVN projects. We seek candidates with knowledge and experience using data to improve health programs who will find this work challenging and rewarding.
  • Position Type: Full-Time
  • Direct reporting:  HAIVN Research and Monitoring & Evaluation Manager (Hanoi)
  • Job Location: This position will be primarily based in Hanoi with occasional travel to project sites in country, as well as occasional travel to national, regional, and international conferences.

Overall Responsibilities:

The M&E Officer will assist with monitoring and evaluation of various HAIVN initiatives. The primary focus of this position will be on the M&E activities of the HIV team. This includes quality improvement activities designed to improve HIV quality of care and reduce stigma and discrimination faced by key populations and people living with HIV. The M&E officer will be responsible for collecting, cleaning, analyzing, and presenting M&E QI, and other project-related data.

Specific Responsibilities:

Monitoring & Evaluation (80% of effort)
  • Perform data collection, storage, cleaning, analysis, and reporting of all M&E activities of the HIV team, and of other HAIVN projects as determined by the Research and Monitoring & Evaluation Manager and senior HAIVN management.
  • Liaise with the HIV Project Director and Deputy Director to ensure the HIV team projects have approved M&E plans including processes and tools for data collection and management (and other non-HIV projects as needed)
  • Train project staff and partners on M&E requirements and processes as directed by the Research and Monitoring & Evaluation Manager.
  • Support project managers to use M&E data in support of a Collaborating, Learning, and Adapting (CLA) approach.
  • Liaise with project staff and partners to ensure that lessons learned and recommendations from M&E activities are used to modify existing projects and in the design of new activities.
  • Independently monitor the implementation of and adherence to partner M&E requirements.
  • Support the development of timely reports and presentations for HAIVN leadership, MOH, and project stakeholders.
  • Assist Project Managers and Directors to ensure that HAIVN complies with all donor reporting requirements.
Research (20% of effort)
  • Assist the Research Manager and other project directors on in-country implementation of research and program evaluations
  • Assist in writing protocols and managing IRB submissions
  • Train data collectors and research assistants
  • Perform data collection, cleaning, and management
  • Perform relevant data analysis and reporting of research results
  • Assist in writing, editing, and submitting scientific manuscripts
  • Represent the research team at national, regional, and international scientific conferences to present HAIVN project research

Required Experience

  • University degree required (preferably Master’s) in Public Health, Preventive Medicine, or Data Science
  • Experience working on M&E projects, especially with PEPFAR, US CDC, VAAC, and/or MOH
  • Experience working with international donor funded projects preferred

Required Qualifications

  • Fluency in Vietnamese and English including reading, speaking and writing
  • Familiarity with principles of data analysis
  • Knowledge of statistical software (e.g. STATA, SPSS, Power BI) preferred
  • Proficiency with Microsoft Excel required
  • Able to work effectively in a complex international environment
  • Well-organized and able to handle multiple tasks and changing priorities
  • Proficiency in general computer programs used in office work (Microsoft Word, PowerPoint, Google Docs, Google Sheets, etc.)
  • Good interpersonal, communication, and presentation skills
  • Able to work both independently and as team member
  • Able to work under pressure and meet deadlines
  • Able and willing to travel within Vietnam
  • Passionate about empowering clients and community and improving the lives of people living with HIV
