Background The USAID funded “Vietnam Action Against Plastic Pollution” Activity (the Activity) is an innovative and ambitious program designed to reduce ocean plastic pollution at its source in Vietnam through strategic approaches such as convening stakeholders’ power, promoting creation and implementation of data-driven policies, enhancing knowledge and sharing learning, promoting appropriately scaled technology and solutions, and providing technical expertise and building capacity of local governments to manage waste at its source to prevent plastic pollution in our oceans. Three main objectives of the Activity are (i) supporting multi-stakeholder actions for Extended Producer Responsibility (EPR), (ii) supporting scalable, demonstrated Single-Use Plastic Products (SUP) reduction measures, and (iii) supporting the development and implementation of sub-national level Integrated Solid Waste Management Plans (ISWM).
We seek a strong candidate for the position of Municipal Solid Waste Management and Recycling Specialist (SWM Specialist). The SWM Specialist will help design and provide implementation support to VAAPP and its local partners in programming areas related to solid waste management and plastic pollution management.

Key Responsibilities

  • Support the development, implementation and supervising of the Activity’s workplan and activities in relation to improved and integrated solid waste management (ISWM) and plastic pollution reduction, including but not limited to provincial ISWM plans, waste separation at source plans, Single-Use Plastic Product (SUP) reduction models/action plans, national/provincial guidelines on SWM, technical analysis, cost of delivery service analysis, SWM planning and operation, among others.
  • Help conduct training and capacity building on SWM/3R programming (Reduce-Reuse-Recycle) for the VAAPP beneficiaries and team.
  • Work in coordination and collaboration with national/sub-national SWM management agencies on various aspects of integrated solid waste management, including but not limited to governance, capacity building, social and behavior change, gender equity and inclusion, and private sector engagement.
  • Support consortium members and other grantees in implementing VAAPP activities on SUP and SWM model/ plans, including coordination, integration, and technical monitoring of consortium member and grantee work.
  • Assist in development of concept notes, project proposal scopes of work, contracts with partners, presentations, and technical briefings and reports as required.
  • Work in a highly collaborative and integrated manner with other team members of the Activity and provide cross-cutting support where needed.
  • Participate in implementation support missions to provinces.
  • Work closely with the the monitoring, evaluation and learning team to ensure relevant SWM/SUP indicators and data are available and evaluated.

Qualifications

To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties.
  • University degree (advanced degree preferred) in civil or environmental engineering, science, or related fields
  • Minimum 8 – 10 years of relevant professional experience in implementing projects and plans related to SWM and 3R
  • Experience designing, constructing, and/or operating SWM/recycling facilities preferred
  • Knowledge of and experience with SWM and plastic recycling technologies required
  • Strong networks with national, and local government counterparts, URENCO/ municipal waste treatment/recycling service providers and local partners.
  • Knowledge and experience with the informal SWM/recycling sector and relevant actors in Vietnam
  • Strong communication skills, particularly when communicating with national and local government counterparts; strong Vietnamese and English writing skills
  • Understanding of safety and environmental health issues and standards applied in SWM work
  • Demonstrated ability to work productively within a team.
  • Computer skills including strong knowledge of Microsoft Excel, Word and Office applications.
  • Fluency in Vietnamese and English
