National Advocacy Coordinator
Purpose of position:
To be responsible for achieving the goals, outcomes and outputs of SOS advocacy Strategy.
Key performance areas:
- Building an advocacy plan based on the Government subsidy analysis report and the situation of children based on thorough context (SOS’s programmes, local, national) assessments, identifying the major advocacy issue(s), implement and evaluate the impact of those changes in improving the lives of children results based on evidence;
- Providing technical support to SOS CVs to leverage support and possible budgetary allocation from the government/provincial and concerned authorities for child care and protection work at national and local levels for the best interest of the children.
- Development and implementation of the advocacy initiatives focusing on child rights and well being, and other topics/areas that ultimately contribute to get political will and commitment given towards children’s holistic development within the alternative care in general and SOS Family Like Care model in particlar.
- Develop and strengthen relationships with MOLISA and related partners at both local and national levels as well as engage SOS Children’s Villages Vietnam partners in the local and national advocacy and in ensuring the fulfillment, respect, and protection of child’s rights in Vietnam.
- Map out key child participation forums at both national and location levels to ensure children's voices in decision making processes;
- Synthesizing information/research findings and collaborating with the Partnership Development Communications department to develop appropriate communication channels for dissemination of information/research findings; project documentation to capacity building, learning and knowledge management as well as well as obtain the recognition of the SOS's Family Like Care model among the community and society.
- Acting as the focal point for giving inputs to draft legal documents related to alternative care and children's rights; Together with Program Director of SOS Children’s Village Vietnam and related colleagues to seeking funding opportunities and develop concept note/proposal when required.
- Acting as a focal point in hiring consultant/researcher to deliver a project/plan upon the Terms of Reference/Job descriptions in accordance with budgetary and advocacy aims, targets and responsibilities.
- Build and participate in national relevant networks to share SOS Children's Villages’s values and missions, and through these networks advocate for recognition of SOS Family Like Care model.
- Collaborate closely with IOR Advocacy Advisor to proactively share and carry out effectively regional and global advocacy programmes and initiatives associated with the local context
Requirements:
Education:
- Degree or Diploma in Social Sciences, Law, International Relations or related field.
- MUST HAVE: Minimum 3 - 5 years’ experiences in the area of child rights, alternative care and youth development..
- Minimum of 2 years’ advocacy experiences with MOLISA and concerned governmental agencies on child rights and alternative care for children at all levels.
- Minimum of 2 years’ experiences on results-based program management, implementation and reporting.
- Good knowledge of UNCRC, UNGAC, national laws and policies, national alternative care and child protection system and socio-cultural systems.
- Experience working on Child Rights, Youth Development and Child Safeguarding in Vietnam.
- Sound knowledge of local regulations on beneficiary of social welfare (especial for children without parental care and low-incomes families)
- Knowledge of results-based programme development, implementations, monitoring and evaluation.
- Demonstrated experience of context analysis, policy analysis, design and implementation of advocacy with government, other relevant authorities/stakeholders to secure commitment around common goals.
- Working experience with NGOs or international development organisation is preferable
- Familiar in fund raising.
- Excellent team working.
- Fluency in English and Vietnamese. (written and verbal).
- Effective communication skills with eyes for details.
- Computer literacy (WORD, Powerpoint and Excel).
