National Consultant/Firm to Produce a Video Clip on the National SDGs Report

1. CONTEXT

To realize its international commitment, the Government of Vietnam promulgated the National Action Plan (NAP) on the Implementation of the Sustainable Development Agenda 2030 with the Prime Minister Decision No 622/Q?-TTg on 10/5/2018.

In addition to setting out 17 goals and 115 targets, the National Action Plan also defines responsibilities of line-ministries and sectors, sets out specific tasks and solutions as well as an implementation, monitoring, evaluation and report mechanism. One of the relevant tasks outlined in the National Action Plan is to assign the Ministry of Planning and Investment to take lead in the development of the National Reports on SDGs.

As such, the Ministry of Planning and Investment, with the technical support from UNDP and the Hanns Seidel Foundation, coordinated with line-ministries and agencies to submit to the Prime Minister the Nationl Report 2020 on “5-year implementation of the Vietnam Sustainable Development Goals” in March 2021 (Official letter 1197/BKHDT-KHGDTN&MT dated 5/3/2021 by MPI).

Aiming to support DSENRE (MPI) to launch the National SDGs Report 2020, the Hanns Seidel Foundation (HSF), through this Term of References, seeks to recruit (01) National Consultant/Firm to produce a video clip on the National SDGs report disseminate the results of SDGs implementation in Vietnam as well as to raise the public awareness.

2. DELIVERABLES

A 5-minute video clip with (i) Vietnamese soundtrack and English subtitle and (ii) English soundtrack on the implementation of SDGs in Vietnam, highlighting the followings:

• the progress of implementation (citing some data, information on outstanding results as well as limitations);
• challenges and obstacles in the new context;
• orientation for the coming period.

The video clip should use image/data on the implementation of 17 SDGs in Vietnam and closely reflect the content of the National SDGs Report.

The clip shall use a simple and understandable language to ensure the dissemination of information to the wider public. The video clip will be used for national and international SDGs-related events.

3. SCOPE OF WORK

The National Consultant/Firm will work closely with the Department of Science, Education, Natural Resources and Environment, Ministry of Planning and Investment, to:

• Develop the content and the script of the clip;
• Collect data, images for the clip. The Consultant/Firm should be responsible for the accuracy of the data and the intellectual property of the image used in the clip.
• Produce the clip to address the comments from DSENRE and HSF.

5. QUALIFICATION AND EXPERIENCE REQUIREMENTS

• Experience working in television, media, working experience with national;
• Experience in producing clips with similar contents.
