OVERVIEW OF THE FUNCTIONS OF THE POST
Duration: 3 months (August-November 2020 inclusive)
Background:
Ha Noi, the cultural and political capital of Viet Nam, has always played a central role in the country’s history in terms of creativity and nurturing talent. Recognised by UNESCO in 1999 as a UNESCO City for Peace, Ha Noi now seeks to situate itself at the forefront of the rapid socio-economic transformation of the country, using its cultural legacy to define a new model of creative economy in the country.
In this regard, UNESCO has been working with the city leadership as well as the central government to realize a vision of Ha Noi as the Creative Capital of Viet Nam through the
Creative City to Creative Capital concept. This concept is catalytic in developing a narrative that can assemble various existing local initiatives into a coherent unity, creating new development opportunities as well as driving inclusive and sustainable growth in this critical time of rapid economic expansion. Ensuring decent institutional partnerships and adequate financing is the groundwork for the success of this initiative.
However, active participation of the youth will be vital to making this ambitious vision impactful and meaningful. Vietnamese young people are a major human resource for the country’s development and key agents for innovations and social change.
Empowering Youth for Hanoi Creative Capital is a exciting intersectoral intervention that will draw on expertise from all UNESCO programmes to mobilize cultural dynamics and youth participation in order to contribute to achieving the far-reaching vision of Ha Noi as the Creative Capital of Viet Nam.
Work assignment:
Under the overall authority of the Representative and the joint supervision of the Representative and the Head of the Culture Team, and in close collaboration with the Team Leads for Education, Natural Sciences and Communication and Information, the consultant will prepare the inception period for
Empowering Youth for the Creative Capital, undertaking the following assignments in this regard:
- Plan and host a visioning exercise involving but not limited to core staff from the three implementing agencies (UNESCO, UNIDO and UN Habitat), Vietjet and key stakeholders (e.g. the City of Hanoi) to better ensure and common understanding and approach to the implementation of the project;
- Propose revisions to the existing Empowering Youth for Hanoi Creative Capital project document based on the above exercise and discussions with concerned UNESCO, UNIDO and UN Habitat staff as well as and key stakeholders (Hanoi City, concerned Ministries, universities, international development partners and private sector partners);
- With a view to the proposed activities of the project, conduct a stakeholder mapping, liaising with potential partners among youth associations, private sector, universities, international partners and Government to ensure that as much as possible this initiative links to / builds on relevant ongoing work;
- Coordinate and supervise the signing of the partnership between the UN and Vietjet (which includes the signing of 1) the UN – Vietjet partnership; 2) the signing of the UNESCO-led Joint Programme (Empowering Youth for Hanoi Creative Capital) and; 3) the signing of the UNESCO – Vietjet Agreement for the establishment of Strategic Dialogue / Support for the proposed Vietnam Fund for Creativity and Heritage (tentatively foreseen for Sept 2020), undertake these tasks in a in close consultation with the counterparts directly concerned (the Office of the Resident Coordinator, Vietjet, Ha Noi City and the National Commission for UNESCO;
- Provide a draft concept for the eventual launch of the UNESCO-led Joint Programme Empowering Youth for Hanoi Creative Capital (foreseen late 2020), This should include a proposed venue, agenda and costed budget.
- Undertake any other related duties as required;

REQUIRED QUALIFICATIONS
Education
- Advanced university degree (masters or equivalent) in Education, Social Sciences, Political Science, International Development or other related fields; specializations in education and gender issues are most desired;
Work experience
- At least five (5) years of relevant professional experience;
- Sound knowledge of the major development issues with regard to youth, creativity, education and gender equality in Viet Nam;
- Previous UN/UNESCO experience is an asset;
