1. Background:
In 2016, there were estimates of 6.3 million people newly infected with Treponema pallidum, 86.9 million people newly infected with Neisseria gonorrhoeae and 473 congenital syphilis cases per 100 000 live births. Global Health Sector Strategy 2016-2020 set a target of elimination of STIs by 2030. However, the progression is quite slow. According to the progress report on HIV, viral hepatitis and sexually transmitted infections 2019, sexually transmitted infections are not declining globally except for slow declines in congenital syphilis.
In Viet Nam, there is limited national data on STIs, however surveillance and programme data indicated an increasing trend in STI especially in key population such as men who have sex with men and female sex workers. In 2015, MOH issued the guidelines for treatment of dermatology and venereology and STI was included as a chapter in this guideline.
In 2016, WHO released guidelines on treatment for Treponema Pallidum (syphilis), Neisseria gonorrhoea and Chlamydia trachomatis, and Genital Herpes Simplex Virus. To improve access to diagnosis and treatment for people at risks and also to address the issue of drug resistance, it is important to update the national STI guidelines to be in line with WHO 2016 recommendations.
Currently, national guidelines for treatment of STIs is included in the national guidelines for dermatology and venereology. It is proposed that the guidelines for STI should be separated as a single guidelines for easy to be updated.
The potential consultant is requested to support MOH in revise and update the national guidelines on STI diagnosis and treatment. This is a part-time STC for 40 fulltime working days or equivalent.
2. Work to be performed
a. Specific objectives of the consultancy activity
To support MOH in revision and updating national guidelines on treatment of STIs.
b. Description of the tasks/process involved in carrying out the activity
Work with WHO technical staff to understand the scope of work and develop timeline for proposed activities.
Undertake the activity under supervision of the WHO technical staff and work with national technical working group.
c. Method (s) to carry out the activity
Study WHO policy and guidelines on STIs including treatment guidelines for Treponema Pallidum (syphilis), Neisseria gonorrhoea and Chlamydia trachomatis, and Genital Herpes Simplex Virus
Review the current national guidelines on treatment of STI
Proposed the new recommendations for testing and treatment of Treponema Pallidum (syphilis), Neisseria gonorrhoea and Chlamydia trachomatis, and Genital Herpes Simplex Virus
Participate in technical working group meetings to collect comment and revise the national guidelines
Finalize the draft of updated national guidelines on STI to submit to MOH for approval.
3. Specific requirements
The university degree of Medicine from recognized university with postgraduate training on STIs.
Minimum 10-year experiences of working in STI programme or in clinical management of STIs.
Demonstrated experiences in management of STIs
Previous experience working with MOH and or provincial dermatology and venereology hospital is desirable
- Skills / Technical skills and knowledge:
Advanced knowledge in STIs
Demonstrated high technical capacity in management of STIs
Written and spoken fluency in both Vietnamese and English is essential.
Excellent interpersonal and communication skills
Ability to plan and prioritise challenging workloads
Demonstrated ability to work as part of a team
Fostering integration and teamwork
