Background:

Injury and violence is a major killer of children throughout the world, being responsible for about 950,000 deaths in children and young people under the age of 18 each year. Among these deaths, unintentional injuries account for almost 90% and are among the top three causes of death among children and adolescent aged 5–19 years old. In Viet Nam, unintentional injuries are the leading causes of death for children which resulted in approximately 10,000 deaths of children under the age of 18 annually.

According to WHO, an injury is defined as “the physical damage that results when a human body is suddenly subjected to energy in amounts that exceed the threshold of physiological tolerance – or else the result of a lack of one or more vital elements, such as oxygen”. The energy can be mechanical, thermal, chemical or radiated.

According to the Convention on the Rights of the Child, ratified by almost all governments, children around the world have a right to a safe environment and to protection from injury and violence. Viet Nam is among the first countries that ratified the Convention on the Rights of the Child in 1990. The government issued Decision No 234/GD-Ttg dated 5th February 2016 approving the National Program on Child Injury Prevention from 2016-2020 with the overall goal of preventing the situation of child injuries, especially drowning and road traffic injuries to ensure children’s safety and the well-being of the family and society.

This National Program has been implementing actively by MOLISA in coordination with MOH and other counterparts and provinces, which has brought a lot of improvements for child injury prevention in Viet Nam during this period.

To keep up with the good progress and continue to strengthen the protection of children from injuries, the Government approved for the development of the National Program for Child Injury Prevention for the new period from 2021-2030. The drafting committee has been established with relevant partners and lead by MOLISA.

To support MOLISA and drafting committee for the development of the National Program for Child Injury Prevention for the new period from 2021-2030, the WHO Country Office of Viet Nam seeks for an appropriate consultant for this task.
