VN021- National Consultant to support coordinating and implementing the Expanded Program on Immunization Review
Background:
The Expanded Program on Immunization (EPI) in Vietnam is a national program including 4 regional EPI offices, 63 Provincial Preventive Medicine Centers, 713 district health centers. In order to identify the progress/achievement and gap in the program, a comprehensive review of EPI will be conducted jointly by external partners and internal counterpart on 7-18 September 2020 following the previous review in June-July 2015.
The specific objective of the review is to assess the performance of immunization management by seven thematic areas; 1) immunization planning and financing, 2) human resource management, 3) vaccine supplies cold chain, 4) immunization service, 5) immunization activities reporting, 6) EPI disease surveillance, and 7) AEFI and vaccine safety monitoring. After the field review (province, district and commune) in the seven selected provinces, National and Regional level review will be conducted. The review will use standard questionnaire and check list of report relevant to all thematic areas at review sites including Department of Health, Center of Disease Control, Hospital, and private immunization facilities at all levels (province, district and commune). The five type of standard questionnaire will be tested for each level prior to the review. Seven teams consisting from external and local counterpart will split to selected provinces to conduct interview in the field.
The national consultant will act as a national coordinator to work with an external coordinator (an international consultant) and the country review management team (the country team; WHO CO and National EPI) to complete the review.
WHO Representative Office in Viet Nam commissions a contract in review preparation, implementation, making draft findings and conclusions, and finalizing the review report together with an external coordinator and the country team.
