ORGANIZATIONAL CONTEXT

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Technical Cooperation and Sustainable Industrial Development (TCS), headed by a Managing Director, oversees the Organization's development of capacities for industrial development as well as industrial policy advice, statistics and research activities and the Organization's normative contribution to Member States and global development community in achieving the SDGs. The Directorate also ensures the application of strategies and interventions for sustainable industrial development related to Environment, Energy, SMEs, Competitiveness and Job creation, as well as Digitalization and Artificial Intelligence. Through coordination in-house and with Member States and industry stakeholders, it ensures that the services provided in these areas contribute toward effective and appropriate technical, business and policy solutions and are focused on results and on realizing any potential for scaling up and positioning UNIDO as a leading platform for industrial development in developing countries and global fora.

The Division of Circular Economy and Environmental Protection (TCS/CEP) contributes to greener and more circular industries and products by minimizing both resource use along value chains and the emission of pollutants to the environment. The Division promotes just transitions to circular economies, reduced release of pollutants into the environment and other green industrial and economic approaches to help Member States to grow economically while simultaneously addressing the three planetary crises of climate change, biodiversity loss and pollution. It does so by supporting resource efficiency increases in the manufacturing and use of products along value chains and during the life cycle of the product; by reducing or eliminating the emission of non-fuel-related greenhouse gas emissions; and by assisting in achieving the objectives of and compliance with multilateral environmental agreements. In doing so, its activities further improve competitiveness, as well as the development of and access to markets, particularly for SMEs. This contributes to climate-neutral, resilient, pollution-free industrial development, supporting co-existence that is in harmony with nature.

The Division acts as the focal point in UNIDO for various multilateral environmental agreements and multilateral co-operation in the field of the environment, including the Montreal Protocol on Substances that Deplete the Ozone Layer; the Stockholm Convention on Persistent Organic Pollutants; the Minamata Convention on Mercury, and emerging international, legally binding instruments such as the instrument to End Plastic Pollution; the Strategic Approach to International Chemicals Management (SAICM), and other partnerships such as the Green Growth Knowledge Platform (GGKP), the Partnership for Action for Green Economy (PAGE), the Green Industry Platform (GIP) and other relevant international initiatives and conventions. The Division coordinates its advisory and service delivery with the services offered by other technical departments, and other relevant organizational entities of UNIDO.

This position is located under the Circular Economy and Resource Efficiency Unit (TCS/CEP/CER) which is responsible for supporting capacity development to scale up and mainstream the production of sustainable products and adoption of circular and resource-efficient cleaner patterns of consumption and production along value chains, circular economy policies, programmes and practices, including circular business models that improve the profitability of industries while creating social and environmental benefits. In addition, it promotes nature-based solutions and ecosystem-based approaches for inclusive and sustainable industrial development (ISID) that support the co-existence of industries in harmony with nature. In addition, it facilitates the design of sustainable products made with fewer materials, with greater durability, reliability, reparability, reusability and recyclability, and supports the deployment of new business models that improve environmental performance.

PROJECT CONTEXT

In the framework of the SECO-funded Global Eco-Industrial Parks Programme in Developing and Transition Countries (GEIPP) currently implemented by UNIDO, the project “Eco-industrial park intervention in Viet Nam” (GEIPP-Viet Nam) will address eco-industrial park (EIP) development in Viet Nam.

In line with the GEIPP goal, the development objective of the project is to demonstrate the viability and benefits of EIP approaches in scaling up resource productivity and improving economic, environmental and social performances of businesses and thereby contribute to inclusive and sustainable industrial development.

Furthermore, the project will seek to mobilize additional funding in order to widen the adoption and application of eco-industrial parks, including funding from GEF, IFC and other institutions. Similarly, private sector involvement will be encouraged in order to leverage investments and contribute to the inclusive and sustainable industrial development of Viet Nam.

The project will share lessons learnt with the Global GEIPP to contribute to the programme’s mainstreaming, replication and scaling up efforts. It will aim at improving productivity of natural resources (including energy, water and materials) and reducing pollution and waste intensities of businesses and other organizations. The primary, or direct benefits thereof will be increasing productivity and decreasing of environmental degradation. These in turn will contribute to secondary, or indirect, benefits such as improvement of industry competitiveness, improvement of market access, and attending to consumer needs for environmentally sound goods and services.

The Project will deliver the expected results via two outcomes and their related outputs as presented here below:

  • Outcome 1: EIP incentivized and mainstreamed in relevant policy and regulations
    • Output 1.1: Mapping of existing capacity of institutions and service providers on eco-industrial parks development; and,
    • Output 1.2: Strengthened national institutions relevant to EIP policy development and implementation.
  • Outcome 2: EIP opportunities identified and implementation started, with environmental (e.g. resource productivity) economic and social benefits achieved by enterprises confirmed
    • Output 2.1: Benchmarking and in-depth analysis of potential candidate industrial parks for EIP intervention;
    • Output 2.2: Enhanced capacity of industrial parks and tenant companies to meet international and national standards and requirements for EIP; and,
    • Output 2.3. EIP requirements implemented by park management and tenant companies.

As part of the Project, the following industrial parks have been selected for technical assistance, advisory services and capacity building: Amata Industrial Park (Dong Nai), Deep C Industrial Park (Hai Phong), Hiep Phuoc Industrial Park (Ho Chi Minh City), and Hoa Khanh (Da Nang city).

In addition, the project will continue to support the development of industrial symbiosis opportunities identified by a previous UNIDO project at company and park management level in the industrial parks of Hoa Khanh (Da Nang city) and Tra Noc 1&2 (Can Tho city).

In addition, under this project, UNIDO and other institutions have contributed to the development of EIP in Decree 35/2022/ND-CP on industrial parks in Viet Nam, approved in May 2022 and entered into force in July 2022. The decree, which supersedes Decree 82/2018/ND-CP, provides guidelines for the transition towards eco-industrial parks in the country and constitutes an important milestone that now needs to be operationalized. This will be one priority of GEIPP Viet Nam. MPI leads the process within the Vietnamese government.

Under this project, a Project Management Unit (PMU) in Hanoi, comprising elements from UNIDO and from the Ministry of Planning and Investment (MPI) has been established.

The PMU will undertake the roles and responsibilities of the execution of the overall project on behalf of the Project Steering Committee (PSC) and in coordination with UNIDO. The PMU is headed by the National Project Director (NPD) employed and appointed by MPI. A National Project Coordinator (NPC), employed by MPI, assists the NPD in the regular supervision and monitoring of the project.

A project office in Hanoi, comprised of UNIDO staff, supports the day-to-day business of PMU. The project office working team includes a National Project Specialist (NPS), a National Technical Specialist (NTS) and an Administrative Assistant.

FUNCTIONAL RESPONSIBILITIES

These Terms of Reference (TOR) were developed in order to recruit a qualified Vietnamese national to join the project office as National EIP Expert.

In consultation with other UNIDO experts and MPI, support the NTS in the development of an information system to collect relevant data from industrial parks, in order to monitor the EIP performance of the parks. Ensure that the system is fully working and can be handed over to the final users (government representatives). Maintain regular contacts with selected Parks Management Authorities, industrial park developers, and companies involved in collecting and reporting data/information in the system. Support the NTS in organizing and monitoring the implementation of EIP interventions of the project at the 5 targeted industrial parks. Support UNIDO experts and contractors in interacting with PMAs and industrial parks.
Support the NTS in ensuring that local contractors meet the agreed timelines. Perform regular planning to track all technical activities to ensure that implementation progress is on track and organize regular meetings with UNIDO consultants and contractors.
Review the quality of technical reports and data provided by contractors.
Support the NTS in monitoring the performance indicators as outlined in the Logical Framework of the project document.
Ensure that all project products are formatted as required by the project (according to the project template) and are of good quality.
Develop case studies and factsheets on RECP or industrial symbiosis interventions, in consultation with project team members and contractors.
Propose lessons learnt from the project and distil the information in policy briefs, in consultation with project team members.

Under the overall supervision of the UNIDO Project Manager (PM) based in Vienna, and under the daily coordination with the National Technical Specialist, the National Project Specialist and other project team members, the National Expert will be responsible for the following duties:

The Expert will be a full-time project staff located at the PMU office in Hanoi and her/his work schedule will be in accordance with rules applying to UNIDO staff. Under the overall supervision of the UNIDO PM, the Expert will report directly to the NTS, with frequent liaison with UNIDO’s team in Headquarters.

MINIMUM ORGANIZATIONAL REQUIREMENTS

1. Education: Advanced university degree in engineering, environmental sciences or similar topics is required.

2. Technical and Functional Experience:

  • At least three (3) years of relevant working experience, including experience in supporting resource efficiency and cleaner production in manufacturing, is required.
  • Advanced experience in using Microsoft Office Suite (Word, Excel) is required.
  • Experience related to the goals and procedures of UN and international organizations as well as with government procedures and processes, is desirable.
  • Experience in developing documents for policy-makers or international organizations is desirable.

3. Languages: Fluency in written and spoken English and Vietnamese is required. Fluency and/or working knowledge of another official UN language is desirable.
