OVERVIEW OF THE FUNCTIONS OF THE POST

1. Background

Within the framework of promoting the Convention 2005 Protection and Promotion of the Diversity of Cultural Expressions, UNESCO is implementing a project E-MOTIONS ‘Mobilizing film professionals for regional cooperation in Asia’. This project will aim to promote Vietnamese film professionals and the development of domestic film sector. In parallel to country-specific activities, the project will form support a network of filmmakers and film professionals across Southeast Asia, in order to encourage peer-to-peer learning, with focus in Viet Nam, Thailand and Indonesia to vitalize the region’s cinematic expressions as a whole.

In order to inform the UNESCO’s intervention and support, we are looking for a national expert to conduct the situation analysis of the domestic film sector related to activities to support filmmakers’ capacity building and the cinema support funds, as well as research these activities in some Asian countries’ film industry, in closely cooperation with UNESCO personnel.

2. Work assignment

This research is expected to provide a situation analysis of the film sector in Viet Nam, with the aim of improving the understanding of activities to support filmmakers’ capacity building and activities connecting domestic filmmakers with their ASEAN peers, the cinema support funds, as well as  highlighting the top priorities to enable a favourable environment for film professionals to exert their creativity as well as keep up with the growing film industry internationally.

The individual consultant will:

  • Work in a team with UNESCO Project Officer to develop a research outline, collect the data and further information for the research;
  • Conduct an analysis of the domestic film sector with the collected data/information, highlight (i) activities to support filmmakers’ capacity building and activities connecting domestic filmmakers with their ASEAN peers (ii) the cinema support funds (iii) these activities in Asian countries with booming film industries and (iv) opportunities for Vietnam’s film industry to exchange, learn and grow stronger.
  • Ensure the originality and integrity of the research as well as not share or disclose any source or part of the data and information gathered within this research to a third party without UNESCO’s consent.

Deliverables shall be both in Vietnamese and English written language and corresponding the timelines below:

3.1. Research Outline: Including the methodology, mapping of available and missing data/information; the plan of implementation.

3.2. First Draft of Research Report: A structure of research report (key contents, abstract, preliminary analysis)

3.3. Second Draft of Research Report: Key findings, Discussion and Conclusion, including a summary and a list of annexes

REQUIRED QUALIFICATIONS
Requires Master degree in a related field or equivalent research experience (at least 5 years of research experience, preferably in an academic setting) Must possess strong analytical and writing academic skills; thorough knowledge of films studies or other related fields; specializations in culture, films and arts are most desired; and the ability to implement research projects

DESIRABLE QUALIFICATIONS

Knowledge on film studies Knowledge in various research and methodologies (Data collection and analysis, Qualitative data research) Extensive and proven experience in field of research Perform objective and ethical research at all time

BENEFITS AND ENTITLEMENTS

The Consultant will work for 30 working days within the contract duration from July 2021 to December 2021. The Consultant will be paid under the financial budget in total: 3,000 USD (100 USD per working day). Only shortlisted candidates will be contacted.
